This notice announces the intent of the 341st Contracting Squadron at Malmstrom Air Force Base to award a sole-source contract for a mobile crash barrier system. - Sole-source procurement to Delta Scientific Corporation for one MP 5000 mobile crash barrier - Delta Scientific is the only manufacturer and proprietary owner of the MP 5000 and related systems at Malmstrom AFB - No third-party sales or distributors; only direct from Delta Scientific - The MP 5000 system includes: - Hydraulically operated, surface-mounted barrier tested to ASTM F 2656-07 M40 standards - 16-foot clear opening, battery-operated hydraulic pump, control station, and trailer assembly - Optional components: remote open/close station, auxiliary limit switch, booster pack, stop/go signal lights, traffic light mounting post, cable kit, and barrier turntable - Malmstrom AFB already operates two MP 5000 barriers and other Delta Scientific systems - Personnel are trained and parts are interchangeable, supporting sole-source justification - Capability statements or quotations from other sources will be considered only if they demonstrate clear and convincing advantage to the government - Place of performance and delivery is Malmstrom Air Force Base, Montana - Technical specifications and part numbers provided in attached documents

Procurement of one (1) Delta Scientific Corp MP 5000 mobile crash barrier.

Notice of Intent - 341 SFS Mobile Crash Barrier Notice of Intent to Sole-Source: The 341st Contracting Squadron intends to award on a sole-source basis a contract to Delta Scientific Corporation (DSC) to support the Malmstrom Air Force Base (MAFB). MAFB currently uses two other MP5000 barricades and uses other DSC systems as their permanent barriers installed at the installation gates. Multiple base personnel are trained in DSC’s system including the MP5000 and parts between DSC are interchangeable. DSC is the proprietary owner of the other barricade systems currently installed on base and the sole manufacturer of their system(s). DSC does not sell any products/services to third parties/distributors and has an established supply line. Therefore, only Delta Scientific Corporation is capable of fulfilling this requirement. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS, and a solicitation will not be issued. All responsible sources may submit a quotation which shall be considered. Any response to this notice must show clear and convincing evidence that the competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice.
