1. Description of Requirement

The proposed acquisition is to acquire specified Machine-Readable intaglio ink that exhibits machine-readable characteristics.  The inks will be used: (1) in the manufacture of U.S. currency and other U.S. security products at the BEP ECF and WCF facilities and (2) for use in test printing related to change management and continuous improvement efforts. The IRD inks must be compatible with BEP intaglio presses and meet the specialized U.S. Currency Program (USCP) Catalyst Family Design (CFD) requirements.

This acquisition supports BEP’s mission to produce U.S. currency and other security products.

2. Intended Source

Vendor: SICPA Securink Corporation

The intended source is the only known vendor with the technical capability, proprietary processes, and production capacity to meet BEP’s requirements.

3. Sole‑Source Justification Summary

Market research conducted by BEP indicates that no other responsible sources can meet the Government’s minimum needs. The requirement involves unique, security‑sensitive materials and specialized production methods not available commercially or as nondevelopmental items. As a result, only one responsible source is capable of providing the required supplies in accordance with FAR 6.302‑1.

4. This Notice Is Not a Request for Proposals

This Notice of Intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond. Any submissions must demonstrate the ability to meet BEP’s requirements without requiring substantial Government‑funded development.

6. Determination
