This notice announces the Department of Veterans Affairs' intent to award a sole-source contract for advanced flow cytometry systems and related components: - Sole-source, firm-fixed price procurement to Becton, Dickinson and Company (BD) - Equipment for VA Boston Healthcare System, Pathology & Laboratory Medicine Service - Main products: Two BD FACSLyric 3L12C IVD Flow Cytometry Systems (part 663518) - Includes computer bundles, printers, monitors, barcode scanners, extended use tanks, universal loader options, tube racks, CST beads, dilution buffers, cleaning solutions, sheath fluid, various FC beads, and Trucount tubes - Software and workflow solutions: - Assurity Linc RSS v6.0, FACSuite Multitest assay modules, FACS Workflow Manager v1.2, connection licenses, and annual software renewals - Services: - Onsite hardware service for Workflow Manager and implementation support - Quantities: Most hardware and consumables in pairs (2 each), some software and service items in single units - Justification: Compatibility with existing BD systems, software, and reagents; avoids operational disruptions and retraining - Delivery location: VA Boston Healthcare System, 1400 VFW Parkway, West Roxbury, MA 02132 - Contracting office: Network Contracting Office 1 (NCO 1), 1 VA Center, Augusta, ME 04330

Description

This notice is issued in accordance with FAR 5.2 and serves as a notice of intent to award a sole-source contract. It is NOT a request for quotes. The Government may, at its discretion, consider responses to this notice. However, at this time, only one responsible source is currently identified as capable of meeting agency needs. 

The Department of Veterans Affairs, Network Contracting Office (NCO) 1, Boston, MA, intends to award a sole source, firm-fixed price contract to Becton, Dickinson and Company (BD) for the procurement of BD FACSLyric IVD Flow Cytometry Systems for the VA Boston Healthcare System, Pathology & Laboratory Medicine Service.

1. Description of Supplies/Services

Two BD FACSLyric 3L12C Instrument US IVD units, model 663518. High performance flow cytometers with enhanced resolution for dim and rare cell populations.

1. Rationale for Sole Source

The new BD FACSLyric systems are fully compatible with the VA s existing BD instruments, software, and antibodies currently in use, ensuring operational continuity and preventing the need to replace existing reagents or revalidate established testing protocols. Transitioning to a different manufacturer would require extensive staff retraining, significantly disrupt testing throughput, and delay critical patient reporting. By maintaining alignment with current system interfaces, workflows, and staff proficiency, BD equipment avoids these operational disruptions and supports uninterrupted delivery of diagnostic services.

2. Responses to this Notice

Interested parties may identify their interest and capability to respond to this requirement by the date specified in this notice. Responses must include clear and convincing evidence demonstrating that competition would be advantageous to the Government and that an alternative source can meet the agency s specific requirements. All information received will be considered solely for the purpose of determining whether a competitive procurement is appropriate. The Government retains full discretion regarding whether to compete this requirement. No reimbursement will be made for any costs incurred in preparing or submitting a response to this notice.
