The U.S. Navy's Military Sealift Command (MSC) Norfolk is soliciting proposals for an 80-day time charter of a clean, double-hull tanker vessel to transport petroleum products in the Mediterranean Sea. - Government Buyer: - Military Sealift Command Norfolk, Strategic Sealift Program Support Office (N103A), Department of the Navy, Department of Defense - Primary Requirement: - Charter of one clean, approved, U.S. or foreign flag, double-hull tanker with inert gas system and segregated ballast tanks - Vessel must carry at least 235,000 barrels of clean product (JA1 or F76) within natural segregation in designated cargo tanks with double valve isolation - Vessel must meet SIRE inspection, vessel age and size limits, and have stowage plans for F76 and JA1 fuels - Notable Technical and Operational Requirements: - Vessel must arrive at load port clean/gas-free for DLA-E QAR tank inspection - Certified marine chemist required for tank entry certification; benzene toxicity testing if applicable - No copper/copper alloys in cargo-contact systems unless DLA-E waiver is granted - Ability to clean/inert tanks within 3 days; hot wash not to exceed 58°C - Ship-to-ship (STS) and lightering capability required - Reporting every 6 hours during charter - Spain–Gibraltar next-port prohibition - Possible shipment coordination for DRAKE c-UAS system if requested - If called out: secure communications/space, armed contractor security team, oil spill protection/cleanup, and fuel monitoring/reporting system - Products/Services Requested: - Double-hull tanker vessel (1 unit) - Marine chemist services, oil spill protection, secure communications, armed security (if activated), and shipment coordination for c-UAS system (if requested) - Place of Performance: - Mediterranean Sea, with delivery/redelivery at charterer's option (intentions for St. Theodore and Piraeus, Greece) - Contracting office at Naval Station Norfolk, VA - OEMs/Vendors: - No specific OEMs or vessel manufacturers named; open to all qualified sources - Contract Structure: - Firm-fixed-price, approximately 80 days with possible option extensions up to 6 months - Unique Aspects: - Strict vessel inspection, safety, and reporting requirements - Flexibility for additional security, communications, and special cargo (c-UAS system) if required by the government
