The Federal Bureau of Prisons, Federal Detention Center (FDC) SeaTac is seeking small business suppliers for a wide range of subsistence food items to support facility operations in SeaTac, Washington. - Government Buyer: - U.S. Department of Justice, Federal Bureau of Prisons - Federal Detention Center (FDC) SeaTac, Food Service Department - Products Requested: - Large quantities of frozen and canned meats (beef patties, ground beef, roast beef, stew meat, chicken leg quarters, chicken patties, boneless chicken, fish fillets) - Dairy and alternatives (bulk butter, butter patties, margarine, tofu) - Canned and dry vegetables (beets, carrots, corn, green beans, peas, spinach, mixed vegetables, peppers, pimentos) - Dry goods and staples (beans, rice, pasta, flour, non-fat dry milk, shortening) - Condiments and sauces (barbecue sauce, hot sauce, soy sauce, Worcestershire sauce, tartar sauce, salad dressings, jelly, peanut butter) - Spices and seasonings (bay leaves, Cajun seasoning, garlic powder, garlic salt, onion powder, oregano, parsley, thyme) - Cereals and coffee (bran flakes, individual coffee packets) - Other items (tortillas, soup base, lemon juice) - Quantities range from small (1-5 pounds for spices) to very large (over 150,000 butter patties, 227,600 jelly packets, 33,000 coffee packets, 13,121 tortillas) - Notable Requirements: - Strict product quality, packaging, and labeling standards (e.g., meat must be under 6 months old, no additives or extenders, clear labeling) - Delivery must be made on-site at FDC SeaTac during specified weekday hours; no weekend or holiday deliveries - All items must meet USDA or equivalent grading and food safety standards - No specific OEMs or brands are mandated; commercial equivalents are acceptable - All items and quantities are detailed in the solicitation attachments

(i) This is a Combined Synopsis/Solicitation for commercial services prepared in accordance with RFO part 12.

This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued.

Solicitation number 15B61126Q00000015 is issued as a Request for Quotation for Various Subsistence items. Please read it in its entirety.

This acquisition is a total small business set-aside. The NAICS for this requirement is 311999 with a size standard of 700 employees.

(ii) The following items are required:

Various Subsistence items for the Federal Detention Center, SeaTac, WA, as detailed in the solicitation.

(iii) This solicitation is expected to result in a single award, or multiple awards, of a firm-fixed price contract(s) for Various Subsistence items. Far 52.212-2 Evaluation Factors (APR 2026) applies to this acquisition.

The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors outlined below and detailed in Attachment C – Evaluation Factors and Award Information, will be used to evaluate offers:

Price – The government will evaluate the Offeror’s proposed price to ensure it is fair and reasonable; and Past Performance – Past performance information shall include prior experience and similar performances undertaken by the contractor; and Technical – In the form of Product Offered (Identify the Product Brand or Manufacturer).

(iv) TERMS OF DELIVERY ARE F.O.B. DESTINATION BEGINNING July 1, 2026, AND ENDING July 24, 2026, BETWEEN THE HOURS OF 7:00 A.M. PACIFIC STANDARD TIME (PST) and 1:00 P.M. PST. NO DELIVERY ON WEEKENDS OR HOLIDAYS.
