The City of Regina is seeking proposals for the supply and delivery of a specialized pavement marking truck for its Transportation Operations Branch. - Government Buyer: - City of Regina, Municipal Corporation, Procurement Branch, Transportation Operations Branch - Products/Services Requested: - One commercial-grade pavement marking truck capable of applying both solvent-based paint and 98:2 Methyl Methacrylate (MMA) markings - Must include: Class 7 cab and chassis (minimum 33,000 lb GVWR), diesel engine (min 245 HP), Allison RDS automatic transmission, heavy-duty axles, air brakes, Michelin tires - Specialized pavement marking equipment: marking platform, paint and MMA vessels (approx. 500 gal capacity), Graco double diaphragm pumps, paint spray guns (Graco preferred), glass bead system (approx. 2,500 lb capacity), compressed air system (min 250 CFM @ 100 psi), laser and video camera guidance, solvent system, carriage assemblies, paint heating system, electronic material application controller, LED lighting, intercom, and miscellaneous equipment - Proponents must specify the year, make, and model of both the truck chassis and marking body - Operator and maintenance training for City staff, delivered on-site by certified instructors - Unique/Notable Requirements: - Supplier must have an authorized pavement marking equipment supplier and chassis parts/service facility within 30 kilometers of Regina, certified for warranty service and maintenance - Warranty coverage must begin upon unit entry into service or within 60 days of delivery, with parts availability guaranteed for at least ten years - Emphasis on Indigenous participation, environmental sustainability, and community benefits - Delivery time must be stated as a fixed number of calendar days from purchase order; training must commence within five working days after delivery - No specific OEMs or part numbers are mandated; bidders must propose their own make/model - Evaluation Criteria: - Pricing, delivery time, vendor service, warranty terms, and compliance with technical specifications - Trade Agreements: - Procurement governed by Canadian Free Trade Agreement, Comprehensive Economic and Trade Agreement, and New West Partnership Trade Agreement
