The Federal Bureau of Prisons, Federal Detention Center (FDC) SeaTac is seeking small business suppliers for a range of kosher-certified food items for inmate subsistence needs in the fourth quarter of FY26. - Government Buyer: - Federal Bureau of Prisons, Federal Detention Center (FDC) SeaTac, Food Service Department - Products/Services Requested: - Kosher Tomato Catsup, Individual Packets (16,445 units) - Kosher Ready-to-Eat Wheat Bran Flakes Cereal (914 units) - Kosher Soy Vegetarian Lasagna Meals (84 units) - Kosher Fruit Jelly Packets, Variety (4,000 units) - Kosher Peanut Butter, Individual Packets (3,000 units) - Kosher Sardines in Soybean Oil, Individual Pouches (400 units) - Kosher Chunk Light Tuna in Water, Individual Pouches (400 units) - Requirements: - All products must be individually kosher certified and marked with a kosher certification hechsher - Specific product standards and packaging requirements are detailed for each item (e.g., U.S. Grade A, CID specifications, vegan/vegetarian requirements) - Delivery must occur at FDC SeaTac, SeaTac, WA, between July 1 and July 24, during business hours, excluding weekends and holidays - Offers will be evaluated on price, past performance, and technical factors, including identification of product brand or manufacturer - No specific OEMs or brands are mandated; suppliers may propose any manufacturer meeting the kosher and technical requirements

(i) This is a Combined Synopsis/Solicitation for commercial services prepared in accordance with part 12. 

This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued.

Solicitation number 15B61126Q00000013 is issued as a Request for Quotation for Various Kosher items. Please read it in its entirety.

This acquisition is a total small business set-aside. The NAICS for this requirement is 311999 with a size standard of 700 employees. 

(ii) The following items are required:

Various Kosher items for the Federal Detention Center, SeaTac, WA, as detailed in the solicitation.

(iii) This solicitation is expected to result in a single award, or multiple awards, of a firm-fixed price contract(s) for Various Subsistence items. Far 52.212-2 Evaluation Factors (APR 2026) applies to this acquisition.

The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors outlined below and detailed in Attachment C – Evaluation Factors and Award Information, will be used to evaluate offers:

(1) Price – The government will evaluate the Offeror’s proposed price to ensure it is fair and reasonable; and

(2) Past Performance – Past performance information shall include prior experience and similar performances undertaken by the contractor; and

(3) Technical – In the form of Product Offered (Identify the Product Brand or Manufacturer).

(iv) TERMS OF DELIVERY ARE F.O.B. DESTINATION BEGINNING July 1, 2026, AND ENDING July 24, 2026, BETWEEN THE HOURS OF 7:00 A.M. PACIFIC STANDARD TIME (PST) and 1:00 P.M. PST. NO DELIVERY ON WEEKENDS OR HOLIDAYS.
