Description
The Environmental Protection Agency (EPA) is issuing significant new use rules (SNURs) under the Toxic Substances Control Act (TSCA) for certain chemical substances that were the subject of premanufacture notices (PMNs) and are also subject to an EPA Order. These SNURs require persons to notify EPA at least 90 days before commencing manufacture or processing of these substances for any activity designated as a significant new use. The notification initiates EPA's evaluation, and manufacturing or processing for the significant new use may not begin until EPA completes its review and makes a determination. The rule is effective July 28, 2026, with judicial review promulgated on June 12, 2026.
