Description

The Environmental Protection Agency (EPA) is partially approving and partially disapproving the regional haze state implementation plan (SIP) revision submitted by Hawaii on August 2, 2024, under the Clean Air Act (CAA) and the EPA's Regional Haze Rule (RHR) for the program's second implementation period. The SIP submission addresses the requirement for states to revise their long-term strategies to make reasonable progress towards preventing and remedying anthropogenic impairment of visibility in mandatory Class I Federal areas. The EPA approves portions related to visibility condition calculations, progress reports, and monitoring strategies, but disapproves the long-term strategy including enforceable shutdowns of electric generating units and portions related to reasonable progress goals and Federal land manager consultation requirements.
