The City of Fairhope is seeking comprehensive disaster relief services to establish and operate a large-scale Emergency Operations Center ('Tent City') for up to 1,000 personnel in the event of a major storm or disaster. - Government Buyer: - City of Fairhope, Public Works, Purchasing Department - Products and Services Requested: - Full setup and management of a temporary Emergency Operations Center (Tent City) - Site layout, climate-controlled billeting tents, dining facilities, showers, laundry, restrooms, security, and administration - Equipment and facility rentals: dining tents, sleep tents (pole and frame), air conditioning units, cots, generators (including 100 KW), freshwater tanks, shower and laundry trailers, portable toilets, light towers, mobile command center with satellite internet, cell boosters, essential personnel housing and utilities, forklifts, consumable dry storage - Services: camp mobilization/demobilization, site restoration, traffic control, security personnel, laundry services, security fencing - Dining services (three meals per day plus midnight meals), mobile shower and laundry services, restroom facilities, 24/7 armed security, and camp maintenance - Notable Requirements: - Facility must comply with FEMA and Alabama Emergency Management Agency (AEMA) guidelines - Must accommodate up to 1,000 personnel, with dining able to serve 25% over camp occupancy - ADA-compliant and gender-segregated facilities - Minority Business Enterprise participation encouraged - Alabama General Contractors License required; out-of-state bidders must be qualified to do business in Alabama - Detailed technical, staffing, and cost proposals required, including equipment inventories - No specific OEMs or vendors are named in the solicitation - Contract duration is one year, with two optional one-year extensions

Description

The City of Fairhope is soliciting proposals to provide an Emergency Operations Center (Tent City) following an event within the city limits and some rights-of-way that may be outside of the corporate limits of Fairhope, Alabama. The activation of the awarded contract, and the size and capacity of the Tent City, would depend on the severity of a storm. The solicitation is managed by the Public Works, Purchasing department of the City of Fairhope. Bidders must comply with applicable Alabama state licensing requirements and submit sealed bids by May 5, 2026, at 2:00 PM.
