The U.S. Department of Defense, through the 502 Contracting Squadron at Joint Base San Antonio (JBSA) Randolph and Holland Veterinary Hospital at JBSA Lackland, is seeking sources for a reagent rental/lease agreement for the Ortho-Clinical Diagnostics VITROS XT 3400 Chemistry Analyzer System and associated reagents. - Government Buyer: - U.S. Department of Defense, Joint Base San Antonio (JBSA), 502 Contracting Squadron, Holland Veterinary Hospital - OEM Highlight: - Ortho-Clinical Diagnostics (manufacturer of the VITROS XT 3400 Chemistry Analyzer System) - Products/Services Requested: - Rental/lease of one (1) Ortho VITROS XT 3400 Chemistry Analyzer System (brand name requirement) - Continuous supply of all reagents, calibrators, controls, and consumables for canine blood chemistry testing - Full-service maintenance and repair (including at least one preventative maintenance visit annually, 24/7 technical support hotline, and on-site technician response within two business days) - Comprehensive initial training (Key Operator training for up to two individuals and General Operator training for up to six staff members) - Notable Requirements: - Brand name only: Ortho VITROS XT 3400 Chemistry Analyzer System - Equipment delivery and installation included - Estimated annual test quantities for various canine blood chemistry tests (details in Appendix A) - Contract term: one base year plus four one-year option periods (up to five years total) - Factory-trained service personnel required - Place of Performance: - Holland Veterinary Hospital, JBSA Lackland (primary site for analyzer and services) - 502 Contracting Squadron, JBSA Randolph (contracting office)

Description

The 502 Contracting Squadron, JBSA Randolph Air Force Base, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for rental of the Brand Name Ortho VITROS® XT 3400 CHEMISTRY ANALYZER System and purchase of the reagents for this chemistry analyzer system. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334516.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this marketsurvey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

The government will evaluate market information to ascertain potential market capacity to provide the commodity consistent in scope and scale with those described in this notice and otherwise anticipated.

BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and a single award MAY be made. No feedback or evaluations will be provided to companies regarding their submissions.
