The Defense Health Agency (DHA) is seeking to establish a Blanket Purchase Agreement for the consignment of breast implants and tissue expanders at Naval Medical Center Portsmouth, Virginia. - Government Buyer: - Defense Health Agency (DHA), Tidewater Contracting Office - Place of performance: Naval Medical Center Portsmouth (NMCP), VA - OEM Highlight: - Mentor Worldwide is the sole source Original Equipment Manufacturer (OEM) for all requested products - Products Requested: - MemoryGel Breast Implants (Smooth Round Moderate Plus, Moderate Plus Boost, and Moderate Plus High Boost Profiles) in a wide range of sizes (150cc to 800cc), each with a quantity of 4 per size - CPX 4 PLUS Breast Tissue Expanders (Medium Height Projection, 350cc to 550cc), quantity 4 each - Artoura Breast Tissue Expanders (High Projection and Ultra High Projection, 300cc to 750cc), quantity 4 each - All products are specified by detailed part numbers - Notable Requirements: - Consignment model: Vendor maintains and replenishes inventory at the medical center - Delivery and restocking must support next-day or two-day shipping - Contract includes a base year with four one-year option periods (total potential duration: five years) - No set-aside restrictions; open to all qualified vendors, but intent is sole source to Mentor Worldwide - Opportunity for competition: Other vendors may submit capability statements to challenge the sole source determination

Description

NOTICE OF INTENT

This requirement is for the Blanket Purchase Agreement for the Consignment of Breast Implants and Tissue Expanders for Naval Medical Center Portsmouth (NMCP), VA.  Vendor shall provide NMCP with an initial inventory of consigned breast implants and tissue expanders products listed on Consignment List and keep items stocked. Defense Health Agency (DHA) intends to negotiate on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1) soliciting from a single source. The proposed supplier is Mentor Worldwide, 31 Technology DR STE 200, Irvine, California, 92618-2302.

There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 339113 - Surgical Appliance and Supplies Manufacturing. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
