The U.S. Army Aberdeen Test Center at Aberdeen Proving Ground is seeking qualified contractors to provide comprehensive on-site welding, machining, painting, and fabrication services in support of its testing and engineering missions. - Government Buyer: - U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Aberdeen Test Center (ATC), LiveFire Directorate - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named in the solicitation or attachments - Products/Services Requested: - On-site technical support services including welding, machining, painting, fabrication, water jetting, laser cutting, and sign making - Skilled labor categories: Program Manager, Welders (AWS certified), CAM Programmers, Painters (lead abatement qualified), Machinists, CNC Operators, Gunsmith Machinists, General Laborers - Contractor-furnished tools and personal protective equipment (PPE) for all personnel - Management of government-furnished property (GFP) and compliance with security (Secret clearance), safety, and environmental regulations - Deliverables: Quality Control Plan, Property Management System Plan, monthly and annual reports (progress, cost, GFP inventory, contract status, accident/loss, training certifications) - Unique or Notable Requirements: - Personnel must meet specific experience and certification requirements (e.g., AWS welding, lead paint abatement) - Contractor must provide and manage all hand tools, PPE, and shop equipment for their staff - Strict compliance with government property management (PIEE GFP Module), security (Secret clearance), and safety/environmental standards - Non-personal services contract: contractor staff are not considered government employees - Emphasis on quality assurance, conflict of interest avoidance, and regular reporting - Place of Performance: - All work is to be performed on-site at Aberdeen Proving Ground, Maryland, primarily at the Aberdeen Test Center and associated facilities

Description

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY, which is being issued in accordance with (IAW) Federal Acquisition Regulation FAR Part 10 as part of market research. This is not a solicitation/request for proposal and no contract shall be awarded from this synopsis. There is no solicitation package available at this time. All interested parties should send responses and any comments/questions to Mr. Noah Lane, email: noah.r.lane.civ@army.mil.  All responses must be received no later than 2:00 P.M. EST on 11 June 2026. All questions and comments must be in writing; no telephone calls will be accepted. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Capability Statements and other information received in response to this RFI will likely be used to make an small business set aside award. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
