The U.S. Department of Justice (DOJ), through its Northern District of Texas and the Office of Debt Collection Management, is soliciting private counsel to provide comprehensive debt collection legal services. - Government Buyer: - U.S. Department of Justice (DOJ), Northern District of Texas, Office of Debt Collection Management - Contracting office located at Two Constitution Square, 145 N Street, NE, Washington, DC 20530 - Scope of Services: - Legal services for collecting delinquent federal debts, including: - Unsecured debt collection (primarily on a contingency fee basis) - Secured debt collection (including foreclosures, deeds in lieu, evictions) - Bankruptcy proceedings (Chapters 11, 12, 13) - Ancillary legal services (negotiation, litigation, settlement, enforcement) - Reimbursement for other direct costs (ODCs) and travel - Approximately 300 cases per year, mostly unsecured debts (e.g., student loans, civil penalties) - Service Line Items and Pricing Structure: - Contingency fees for unsecured debt collection - Flat fees per case for foreclosures, deeds in lieu, evictions, and bankruptcy - Firm-fixed hourly rates for attorneys and paralegals/legal assistants across all service areas - Reimbursement for ODCs and travel at cost - Unique/Notable Requirements: - Use of DOJ's Consolidated Debt Collection System (CDCS) and electronic case filing - Strict confidentiality, security, and privacy requirements, including background investigations for key personnel - Regular quality assurance and compliance reviews - Electronic payment processing - Compliance with all federal statutes and DOJ IT security policies - Period of Performance: - Five-year base period with a possible six-month extension - No OEMs or product manufacturers are involved, as this is a legal services procurement.
