The U.S. Department of State, through the U.S. Embassy Harare, is seeking a qualified contractor to deliver a comprehensive perimeter security lighting system for an Embassy residence in Harare, Zimbabwe. - Government Buyer: - U.S. Department of State, U.S. Embassy Harare, General Services Office (GSO) Procurement - Products and Materials Requested: - Hot-dip galvanized steel poles for lighting - Pole base plates, anchor bolts, and installation hardware - Reinforced concrete foundations (1.2 m deep) - High-performance LED security luminaires (Type III/IV, 4000K, IP66, IK08, 10 kV SPD) - Houseside shields to prevent light spill - 4-core Cu XLPE/SWA/PVC armored cable - HDPE Class 12.5 conduit for cable protection - IP65 lockable outdoor junction boxes - Inline fuse holders and fuses for overcurrent protection - Cable glands, lugs, and electrical consumables - Industrial-grade photocell for dusk-to-dawn control - Control panel enclosure for lighting system - Surge Protection Device (Type 1 or 2) at panel level - Low-voltage control wiring (NEC 725 compliant) - Earth rods (16 mm x 2.4 m copper-bonded), earth cable, clamps, pits, and accessories for grounding - Services Requested: - Design, engineering, supply, installation, testing, commissioning, and handover of the lighting system - Trenching and conduit installation - Cable pulling and termination - Pole erection and luminaire installation - Control panel and earthing system installation - Comprehensive testing (electrical, photometric, system functionality) - Site supervision by licensed electricians and technicians - Unique/Notable Requirements: - System must provide continuous, uniform illumination along the entire perimeter - Lighting must support deterrence, detection, CCTV/guard assessment, and safe patrols - Compliance with U.S. Government security standards, National Electrical Code (NFPA 70), and Zimbabwean regulations - All work to be performed by licensed electricians; site visits and detailed documentation required - Project completion required within 60 calendar days of award - No specific OEMs, brands, or part numbers are mandated; the contractor is responsible for sourcing all compliant materials.

Description

U.S Embassy Harare requires the services of a qualified contractor for design, engineering, supply, installation, testing, commissioning, and handover of a security‑grade perimeter lighting system at an Embassy residence. The Contractor shall furnish and install all materials required by this contract. The system shall provide continuous, uniform illumination along the entire perimeter fence/wall to support:       

Deterrence of unauthorized approach Detection of intruders Assessment through CCTV and guard observation Safe nighttime patrol operations

The system must meet U.S. Government security standards, NEC (NFPA 70), and Zimbabwean electrical and lighting regulations.

The Embassy intends to conduct a pre-quotation conference at the site, The pre-proposal conference will be held on June 3, 2026 at 10.00am (Harare time) at a U.S. Embassy residence. Prospective offerors/quoters should contact HarareGSOProcurement@state.gov  by 1500hrs on June 01, 2026 for additional information or to arrange entry to the building.
