Description

The Medicaid and CHIP Payment and Access Commission (MACPAC) requests proposals for an Indefinite Delivery Indefinite Quantity (IDIQ) task order contract for computing and data analysis services using the Transformed Medicaid Statistical Information System (T-MSIS) and other data. The North American Industry Classification System (NAICS) code for this procurement is 541720. This solicitation is open to all sources.

MACPAC will select a contractor capable of securing, cleaning, maintaining, and analyzing a broad array of administrative data as needed to conduct the activities and analyses needed to meet MACPAC’s statutory obligations. MACPAC will select a contractor that documents, among other requirements:

procedures designed to conduct the transfer, storage, and maintenance of administrative data compliant with federal security standards and practices; a sufficient pool and mix of statistical programmers available on an as-needed basis to perform the necessary work, including surge capacity during peak periods; extensive staff knowledge and use of administrative data that could be useful in MACPAC analyses; and staff knowledge and expertise in multiple programming languages, including, but not limited to, SQL, SAS, STATA, Python and/or other programming languages, including expertise manipulating and merging large, complex datasets.

Offerors are responsible for monitoring https://sam.gov/ for release of any amendments or other information pertaining to this solicitation. Questions regarding the RFP must be submitted no later than June 5 at 5:00 PM Eastern Time through an online form specified in the RFP. Responses will be posted on https://sam.gov/ no later than June 10. The solicitation due date is June 30. Separate technical and business proposals shall be submitted according to the instructions in the RFP by that time. Late proposals will not be accepted. Prospective contractors must be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract or agreement.
