Description

The National Cemetery Administration (NCA) has a requirement for Grounds Maintenance Services at the Elko National Cemetery. The Government intends to award a single Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract.

Requirement: The Contractor shall provide all labor, equipment, materials, and supervision to perform grounds maintenance services at Elko National Cemetery NV (ENC), in accordance with the Performance Work Statement (PWS).

Service requirements include: Interment and Disinterment Services Headstone Services Gravesite Maintenance Grounds Maintenance Tree, Shrub, and Planting Bed Maintenance Irrigation System Services Pond Services Drainage System Maintenance Trash & Debris Removal Pavement Sweeping and Cleaning Ice Prevention/Snow & Ice Removal Structure Cleaning and Light Maintenance Ceremonies Assistance

The North American Industry Classification System (NAICS) Code assigned to this project is 561730 - Landscaping Services and the Small Business Size Standard is $9.5 Million. This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services

Questions: All vendor questions regarding this solicitation shall be submitted by email to the Contracting Specialist no later than 06/10/26 @ 4:00 PM (PST). Questions received after this deadline may not be addressed, and answers will be provided via amendment on SAM.gov.

Site Visit: A site visit is not scheduled for this location due to construction safety at the location.

Tiered Evaluation

The Government will evaluate quotations using a tiered comparative analysis approach. Quotations will first be considered within the highest priority socioeconomic tier identified in this solicitation. Within that tier, the Government will evaluate technical acceptability, past performance, and price in accordance with the stated evaluation criteria and will make a comparative assessment to determine whether award can be made at that level. If award cannot be made within that tier, the Government may proceed to the next tier and repeat the process. This approach preserves the tiered evaluation structure while allowing the Government to compare quotations within the applicable tier to determine the quotation that represents the best value. If the Government is unable to make an award after evaluating all applicable tiers, the Government reserves the right to cancel the solicitation, amend the solicitation, or resolicit as action determined to be in the best interest of the Government.

This requirement will be evaluated using a tiered approach in accordance with VAAR 815.101-370
