The Federal Aviation Administration (FAA) is conducting a market survey to identify vendors capable of providing commercial ground shuttle charter services between Atlantic City, NJ, and Washington, DC. - The service is for two round-trip shuttle routes: - One originating at the William J. Hughes Technical Center (WJHTC) at Atlantic City International Airport, NJ, to the Department of Transportation Headquarters (DOTHQ) at 1200 New Jersey Avenue SE, Washington, DC - The other operating in reverse, with scheduled stops including the Avandale Bus Park and Ride in Sicklerville, NJ, and FAA Headquarters at 800 Independence Avenue SW, Washington, DC - Service operates Tuesday through Thursday, excluding federal holidays and specified weeks off - Each shuttle must use a commercial motorcoach with a minimum capacity of 38 passengers - Required amenities: air conditioning, heating, seat belts, luggage storage, restroom, Wi-Fi, and power outlets - All vehicles and drivers must comply with DOT and FMCSA regulations; drivers must have a valid CDL - The contract includes a base period of 4 months with two 4-month option periods (up to 12 months total) - The FAA is seeking capability statements from interested vendors, including business size and experience; this is not a request for proposals or pricing - The opportunity may be set aside for small or disadvantaged businesses depending on market survey results - NAICS code: 485510 (Charter Bus Industry) - No specific OEMs or vendors are named in the notice

Description

MARKET SURVEY – Commercial Ground Shuttle Charter Service at the FAA, William J. Hughes Technical Center for Advanced Aerospace, Atlantic City International Airport, New Jersey and Headquarters, 800 Independence Avenue SW, Washington, District of Columbia.

(1) INTRODUCTION

This survey is being conducted in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy Section 3.2.1.2.1 for the purpose of soliciting statements of interest and capabilities from interested vendors. All responses to this market survey will be used for informational purposes only.  The FAA is not seeking or accepting unsolicited proposals at this time.

The FAA Center Operations Division (ANG-E) at the William J. Hughes Technical Center for Advanced Aerospace (WJHTC) is soliciting information from vendors to identify responsible, qualified, capable sources to provide two (2) ground shuttle charter services for round-trip transportation between specified locations and schedule. One service will originate from William J. Hughes Technical Center for Advanced Aerospace (WJHTC) at the Atlantic City International Airport, Atlantic City, New Jersey and terminate at the Department of Transportation Headquarters at 1200 New Jersey Avenue SE, Washington, D.C. (DOTHQ), with multiple designated predetermined stops in accordance with Attachment 1 – DRAFT Statement of Work.  The other service will operate in reverse: originate at DOTHQ and terminate at WJHTC with multiple designated predetermined stops in accordance with Attachment 1 – DRAFT Statement of Work. 

This announcement is not intended to guarantee procurement of a service and will not be construed as a commitment by the Government to enter into a contract.

(2) NATURE OF POTENTIAL COMPETITION

This Market Survey is conducted, in part, in an effort to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, Socially and Economically Disadvantaged Business (SEDB) vendors that are Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Historically Underutilized Business Zone (HUBZone) small businesses, Small Disadvantaged Businesses (SDB), Women-Owned Small Business (WOSB) and/or Economically Disadvantaged Women-Owned Small Business (EDWOSB). With that said, this Market Survey is intended to seek information from interested offerors of all sizes and types. The acquisition strategy for the procurement has not been determined at this time.  The determination for the level of competition will be based on the results of this market survey and in compliance with Executive Orders.  The FAA may decide to do an unrestricted competition or a set-aside with a business type identified above. Potential sources are cautioned that no further announcements may be made.

(3) SUBMITTAL REQUIREMENTS FOR MARKET SURVEY In response to this market survey please provide a capability statement addressing the following:

          A.    Summary of your firm’s capability and approach in providing commercial ground shuttle charter services as set forth in Attachment 1– DRAFT Statement of Work.

          B.    Confirmation your firm possesses a commercial motorcoach for thirty-eight plus (38+) passenger, and motorcoach meets the following minimum standards as noted in Attachment 1 – DRAFT Statement of Work:

               a.    Motorcoach is compliant with DOT and FMCSA regulations;                b.    Motorcoach has air conditioning and heating;                c.    Seat belts for passengers;                d.    Luggage storage compartments;                 e.    Restroom;                f.    Wi-Fi;                g.    Power outlets.         C.    Examples of corporate experience for similar work, including customer name, period of performance, customer point of contact, contract number, and description of work performed. 

     D.    Respondents must also provide the firm’s business classification size.

     E.    Respondents must include point of contact information. Including:

              a.    Name of company;               b.    Mailing address;               c.    Contact name;                d.    Telephone number;               e.    Email address.

Capability statements should not exceed five (5) pages in length.  

(4) STANDARD LANGUAGE

A.    A price for this requirement is not being solicited at this time.  

B.    All potential vendors must be registered in the System for Award Management website (https://sam.gov) for consideration of this award; C.     Potential sources are cautioned that further public announcements may not be provided;

D.    This is not a Screening Information Request or Request for Proposals of any kind;

E.    The FAA is not seeking or accepting unsolicited proposals;

F.    The FAA will not pay for any information received or costs incurred in preparing the response to the market survey, and responses will not be returned;

G.    Any costs associated with the market survey submittal are solely at the interested respondent’s expense;

H.    The FAA reserves the right to reject, in whole or in part, any input as a result of this market survey;

I.    Respondents should note that the FAA reserves the right to communicate with one or more respondents at any time during the market survey and solicitation process.

J.    Questions and answers that clarify the details of this market survey may be provided to all respondents; however, the source of questions will not be identified.

K.    Respondents will not be notified of the results of this survey or results of information submitted; and

L.    Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the respondent. Such information will not be disclosed outside of the acquisition team.
