The USDA Forest Service is seeking contractors for the renovation of the Red Rock Lookout in Plumas National Forest, California. - Government Buyer: - USDA Forest Service, Southwest Region (CSA Southwest 6, Mount Hough Ranger District) - Project Scope: - Deferred maintenance and renovation of the Red Rock Lookout facility - Roofing replacement with synthetic roof tiles (Brava Roof Tile Cedar Shake specified) - Installation of a lightning protection system compliant with NFPA 780, by a certified installer - Off-grid, ground-mounted photovoltaic (solar) system with battery storage for 2 days, UL rated, and two extra solar panels - Electrical upgrades to power radio bay station, water pump, fridge, and lighting - Exterior and interior finishes, including lead paint remediation, painting (Sherwin-Williams products), and casework (kitchen cabinets, countertops) - Demolition, shutter repair, doors and hardware (Schlage and Pemko brands or equal), plumbing (PEX and steel piping), and miscellaneous woodwork - Environmental and safety requirements: lead paint removal, rodent cleanup, and adherence to seasonal access constraints - OEMs and Brands Highlighted: - Brava Roof Tile (synthetic roof tiles) - Schlage (door hardware) - Pemko (thresholds and weatherstripping) - Sherwin-Williams (paints and coatings) - Ceco Door, Curries, Deansteel (hollow metal doors and frames) - Notable Requirements: - All solar and electrical systems must be UL rated - Lightning protection system must be installed by a Lightning Protection Institute certified contractor - All work must comply with environmental and safety standards, including lead paint and rodent remediation - Project must be completed within 150 calendar days, typically during summer/fall due to site access - Estimated Contract Value: - $250,000 to $500,000 - Set-Aside: - Small business concerns under NAICS 236220

Description

This is a combined synopsis/solicitation for commercial construction prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. 

Solicitation number 127EAW26Q0028 is issued as a Request for Quotation (RFQ) for the Red Rock Lookout Renovation on the Plumas National Forest.  The goal of this project is to complete deferred maintenance upgrades to the existing Red Rock Lookout. This includes but not limited to roofing, lightning protection system, off-grid solar infrastructure, exterior finishes, interior finishes and other utility piping.

This acquisition is set-aside for small business concerns. The applicable North American Industry Classification System Code is 236220. The small business size standard is $45 Million. This acquisition is a total Small Business set-aside.   All responsible sources may submit a quotation which will be considered by the agency.
