The U.S. Coast Guard Aviation Logistics Center (ALC) in Elizabeth City, NC, is seeking small business vendors to provide overhaul services for specific gear boxes used on HC-130J aircraft. - Government Buyer: - U.S. Coast Guard, Aviation Logistics Center (ALC), Elizabeth City, NC - Products/Services Requested: - Overhaul services for the following gear boxes: - Gear Box Flap JK-SC (NSN 1680-01-218-2079, P/N 8544) - Gear Box Actuator (NSN 1680-00-773-2904, P/N 457EA4) - Gear Box Assembly AI (NSN 1680-00-789-9345, P/N 7088-1A or C7088-1A) - Gear Box Landing (NSN 1620-00-617-9123, P/N 8348M1) - Gear Box Assembly MLG (NSN 1680-01-257-2445, P/N 8521) - Estimated quantities per year: 2 to 3 units each - Inspection services (No Fault Found/BER) as per SOW, with zero estimated quantity - Unique or Notable Requirements: - Contractor must be FAA, OEM, or DoD certified - Overhaul must return components to Ready for Issue (RFI) condition within 90 days - Complete overhaul includes corrosion removal, parts replacement, testing, and certification (FAA 8130 or equivalent) - Monthly status reports and quality assurance required - Supports USCG aviation missions (search and rescue, law enforcement) - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation; all qualified sources are invited - Contract Structure: - Firm-fixed price, indefinite-delivery requirements contract - One-year base period with up to four one-year option periods (maximum five years) - Place of Performance/Delivery: - U.S. Coast Guard Aviation Logistics Center, 1664 Weeksville Road, Elizabeth City, NC 27909

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03826QH0000045 is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of April 27, 2026, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 336413.  The small business size standard is 1,250. This solicitation is 100% Set-Aside for Small Business.  All responsible sources may submit a quotation which shall be considered by the agency. 

It is anticipated that one (1) Firm-Fixed Price (FFP), Indefinite-Delivery, Requirements Type contract, consisting of one (1) one-year base period and, if exercised, four (4) one-year option periods, will be awarded on a competitive basis as a result of this synopsis/solicitation for the items found in Attachment 3 – SCHEDULE - 70Z03826QH0000045. The total duration of this contract shall not exceed five (5) years. FFP Tasks Orders will be issued in accordance with the terms and conditions of the contract as overhauls are required and funds are available. Concerns having the expertise and required capabilities to provide these items are invited to submit offers in accordance with the requirements stipulated in this solicitation.
