The City of Elgin, Illinois is seeking a qualified operator to provide beer concession services for its annual Nightmare on Chicago Street (NOCS) festival. - Government Buyer: - City of Elgin, Cultural Arts & Special Events Department, Purchasing Department - Products/Services Requested: - Beer beverage concession services for the NOCS festival - Includes operation at multiple locations (3 on Friday, 5 on Saturday, plus possible VIP area) - Product offerings must include draft beer, canned products, ready-to-drink (RTD) beverages, and micheladas - Vendor must provide all staffing (BASSET-certified), equipment, and manage inventory and point of sale - Coordination with beverage distributors is required - ID checking and compliance with all local liquor laws - Unique/Notable Requirements: - Preference for vendors with a City of Elgin liquor license and local presence - Staff must be BASSET-certified (Illinois responsible beverage service certification) - Expected attendance: 6,000 (Friday), 20,000+ (Saturday) - Vendor responsible for setup, breakdown, and all aspects of concession operation - Compliance with City of Elgin Affirmative Action Ordinance and other local policies - No specific OEMs or beverage brands are mandated; vendor may propose products in coordination with distributors - All services to be provided at designated festival locations in downtown Elgin, Illinois

The City of Elgin is soliciting proposals to provide beer concession services for the Nightmare on Chicago Street (NOCS) festival scheduled for October 16-17, 2026. This is a publicly advertised and competitively awarded Request for Proposal (RFP). Proposals must be submitted through the City of Elgin's web portal by June 12, 2026, at 3:00 PM CT.
