This opportunity seeks contractor support for regulatory inspections and testing of underground storage tanks at a major federal installation: - Government Buyer: - Defense Logistics Agency (DLA), DLA Installation Management Richmond, Environmental Management Division (DM-FRE) - Scope of Work: - Annual and triennial inspections and testing for four underground storage tanks (UT-4, UT-5, UT-41, UT-42) at Defense Supply Center Richmond (DSCR), Virginia - Services include: - Annual leak detection equipment operability checks - Triennial testing of overfill prevention equipment, spill buckets, and sumps - Compliance with 9 VAC 25-580-82 (Virginia UST regulations) using Virginia DEQ-specific forms - Laboratory analysis by Virginia-certified labs under the Environmental Laboratory Accreditation Program - Preparation of a site-specific Occupational Safety and Health Plan (OSHP) - Submission of all final testing reports - Key Requirements: - Adherence to all federal, state, and local environmental, safety, and health regulations - Personnel must pass background checks for installation access - Strict compliance with DLA and DSCR security and access protocols - Labor and Deliverables: - 23 hours of field technician labor and 11 hours of project management labor per inspection cycle - All work performed at DSCR, specifically at Buildings 38 and 80 - Contract Structure: - One-year base period with four one-year option periods (up to five years total) - No specific OEMs or proprietary equipment are named; services must meet regulatory and certification standards - Laboratories must be certified by the Virginia Division of Consolidated Laboratory Services - All deliverables must be compliant with Virginia DEQ and DLA requirements

Description

The contractor shall provide all necessary services to conduct annual and triennial inspections and testing for four (4) Underground Storage Tanks (USTs): UT-4, UT-5, UT-41, and UT-42, located at the Defense Supply Center Richmond (DSCR).

The required services include, but are not limited to:

Annual Inspections (CY 2026-2030): Conduct annual leak detection equipment operability checks of interstitial sensors, automatic tank gauges, and spill bucket visual gauges. Triennial Testing (CY 2027 and 2030): Conduct triennial testing of overfill prevention equipment, spill buckets, and sumps. Compliance: All testing and documentation must be performed in accordance with 9 Virginia Administrative Code (VAC) 25-580-82 and documented on Virginia DEQ specific UST testing forms. Reporting: The contractor must provide all testing results to the Government Point of Contact (POC) within ten (10) business days. Any testing failures must be reported immediately (within 2 hours). Deliverables: Key deliverables include a site-specific Occupational Safety and Health Plan (OSHP) and all final testing reports.

5. Period of Performance: The contract will include a one (1) year base period with four (4), one-year option periods.

6. Key Requirements for Contractors:

Contractors must comply with all federal, state, and local environmental, safety, and health regulations, including specific DLA and DSCR installation security and access requirements outlined in the SOW. Laboratories performing sample analysis must be certified by the Virginia Division of Consolidated Laboratory Services under the Virginia Environmental Laboratory Accreditation Program. Personnel will require background checks for installation access.
