The resultant award of this solicitation will be issued bilaterally, requiring the contractor's written acceptance prior to execution. All contractual documents (i.e., contracts, purchase orders, task orders, delivery orders, and modifications) related to the procurement are considered issued by the Government when copies are deposited in the mail, transmitted by facsimile, or sent by electronic methods such as email. The Government's acceptance of the proposal constitutes a bilateral agreement to issue contractual documents as detailed. If the requirement will be packaged at a different location from the offeror's address, the offeror shall provide the name, street address, and CAGE of the facility. Any contract awarded will be DoD certified under the Defense Priorities and Allocations System (DPAS). Provision 52.211-14 shall be inserted in solicitations when the contract is a rated order. If drawings are included, access needs to be requested on the individual solicitation page under Contract Opportunities on SAM.gov. After requesting access, send an email to the listed POC. NAVSUP WSS Mechanicsburg will consider past performance in the evaluation of offers per FAR 13.106(a)(2). The option provision allows the Government to add additional quantities up to the specified percentage via modification without re-soliciting, if required within 365 days after award. Pricing for the option should be submitted. This solicitation requires Production Lot Testing (PLT). See NAVSUP clause WWSTERMEZ02 for details. Scope 1. This contract/purchase order contains requirements for the manufacture and quality requirements for the BEARING, BALL, ANNULAR. 1.1 The item must adhere to MIL-DTL-17931F Military Specification for 'Bearings, Ball, Annular, For Quiet Operation' and other referenced documents. Applicable Documents 2.1 The listed documents form part of this contract, including modifications or exclusions. 2.1.1 These documents must be obtained by the Contractor. Ordering info is attached. 2.1.2 The 'Document Changes' section provides supersessions/changes to referenced documents. 2.2 Order of Precedence: In case of conflict, the contract text takes precedence over references/drawings, unless overridden by law or regulation. Requirements 3.1 Source Control Item: Only sources approved by the Government are qualified. Approval process is extensive and time-consuming. Contractors must demonstrate qualification through various proofs or data. 3.1.1 'QTP-MIL-B-17931' shall be used as a supplement to MIL-DTL-17931 for vendor qualification. 3.2 Manufacture and Design: The bearings shall meet MIL-DTL-17931F requirements, with standard part number M17931-G074. 3.3 Marking: Items shall be identified per paragraph 3.8 of MIL-DTL-17931F and MIL-STD-129. 3.4 Quality Conformance Inspection / Test: Required for approval. 3.5 Production Lot Test / Verification Inspection: Required for government testing. 3.6 Configuration Control: Follow MIL-STD-973 procedures for changes, deviations, and waivers. Submit all proposals and requests to the specified address. 3.6.1 When prior authorization exists for a drawing revision, it extends to subsequent contracts until a new revision is approved. Notify the PCO accordingly. 3.7 Qualification Requirements: Components must be from a Government Qualified Products List (QPL) supplier. 3.8 Mercury Free: The material shall contain no metallic mercury unless approved. Special procedures are outlined for approval and testing for mercury contamination. Quality Assurance 4.1 Responsibility for Inspection: The Contractor is responsible for all inspection requirements unless specified otherwise. The Government may perform inspections as needed. 4.2 Inspection System Requirements: Must be acceptable to the Government, following MIL-I-45208 or ISO 9001/9002 if certified. 4.3 Responsibility for Compliance: All items must meet contract requirements. Inspection does not relieve the Contractor of responsibility. 4.4 Records of Inspection: Must be kept complete and available for four years after final delivery. 4.5 Contractor Quality Conformance Inspection: Must perform nondestructive testing per MIL-DTL-17931F Table VI. 4.6 Inspection / Test Report: Submit as per DD form 1423. 4.7 Government Verification Inspection: Deliver units to Naval Surface Warfare Center, Carderock Division, for nondestructive testing.
