The U.S. Department of State, through the U.S. Embassy Bangkok, is seeking qualified contractors to repair and modernize its underground storage fuel tank (UST) and associated manholes at the Chancery in Bangkok, Thailand. - Government Buyer: - U.S. Department of State, U.S. Embassy Bangkok, GSO/Procurement Office - OEMs and Vendors: - Veeder-Root (OEM for TLS-450 fuel monitoring system) - Products/Services Requested: - Repair, cleaning, inspection, testing, modernization, and replacement of UST system components and manholes - Installation and commissioning of Veeder-Root TLS-450 fuel monitoring system - Leak testing, nitrogen pressure testing, sludge removal and disposal, replacement of valves, gaskets, manhole covers, and collars - Site cleanup, warranty, and training for installed systems - Unique or Notable Requirements: - Mandatory site visit at the embassy - Personnel must have at least 10 years of relevant experience - Compliance with U.S. and local safety and environmental standards - One-year warranty on installed systems and workmanship - Work must be completed within 30 calendar days from Notice to Proceed, with start required within 7 days of NTP - All offerors must be registered in the System for Award Management (SAM) - Place of Performance: - U.S. Embassy Bangkok, 120-122 Wireless Rd., Lumpini, Pathumwan, Bangkok, Thailand 10330
Description
Enclosed is a Request for Quotes (RFQ) for repair of underground storage fuel tank and manholes at Chancery. If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter.
The U.S. government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
The site visit is required and has been scheduled for June 5, 2026 at 10:30 AM at 120-122 Wireless Rd. Lumpini, Pathumwan, Bangkok, Thailand 10330. Please submit information for personnel joining the site visit by June 3, 2026 before noon (Bangkok local time) to Pinlaorp@state.gov.

Quotations are due by 4:00 PM Bangkok local time on June 22, 2026. No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted. Your quotation must be submitted electronically to Pinlaorp@state.gov. Please enter in the subject line: “Quotation Enclosed-RFQ#19TH2026Q0038- Repair of Underground Storage Fuel Tank.” It is important to make sure the submission is made in a specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size exceeds 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.
Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102.
