This opportunity seeks a contractor to provide comprehensive maintenance and repair services for Utility Task Vehicles (UTVs) at Edwards Air Force Base, CA. - Government Buyer: - U.S. Air Force, Air Force Test Center (AFTC), Directorate of Contracting (AFTC/PZIOB), 412th Test Wing - OEMs (Original Equipment Manufacturers): - John Deere (Gators) - Honda (Pioneer) - Products/Services Requested: - Annual routine maintenance and reactive repair services for up to 51 John Deere Gators and 5 Honda Pioneer UTVs - All replacement parts must be OEM from John Deere or Honda - Key service line items: - Scheduled annual maintenance (CLIN 0001) - Reactive repairs (CLIN 0002), capped at $40,000 per year - Preventative maintenance kits (brake pads, filters, fluids) - Wide range of replacement parts (tires, batteries, mirrors, lighting kits, brake components, etc.) with detailed part numbers - Onsite and offsite repair options, including pickup/delivery and trip charges - Unique or Notable Requirements: - Set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) - Compliance with DoD CMMC 2.0 Level 1 cybersecurity - Adherence to Kern County wage determinations - Strict safety, security, and environmental compliance - Firm Fixed-Price Basic Ordering Agreement with a $999,999 ceiling over five years - Period of Performance: - Five years, with annual reviews and option years - Place of Performance: - Edwards Air Force Base, California

Description

(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Hereafter, this notice shall be titled "Solicitation."

(ii) Solicitation Number: FA930126Q0008. This solicitation is issued as a Request for Quote (RFQ) to offerors. Please review all solicitation documentation for complete instructions and requirement information. Interested parties who believe they can meet the requirements for the services described in this solicitation are invited to submit a completed quote using the attached Price List. Vendors are required to submit with their response enough information for the Government to evaluate the minimum requirements detailed in the solicitation. Any information provided in response to this solicitation is strictly voluntary; the Government will not pay for information submitted in response to this solicitation.  Award will be made using the criteria in RFO 52.212-2 and its Addendum (Attachment 4).

(iv) This is a Service-Disabled Veteran-Owned Small Business Set aside. The North American Industry Classification System (NAICS) code for this project is 811111, General Automotive Repair, with a size standard of $9,000,000.00. The wage occupation code for this requirement is: 05190 (Motor Vehicle Mechanic)

(v) Contract Line Item Number (CLIN) Nomenclature and Contract Structure: Please review the Model Agreement, Attachment 7, for detailed CLIN structure and the Price List, Attacment 2, for all pre-negotiated items to be quoted.

(vi) As a result of new policy beginning 10 November 2025, we would like to inform you of your responsibility to comply with the DoD's CMMC 2.0 framework at Level 1. CMMC is the DoD's program to verify that all contractors have implemented the required cybersecurity standards to protect Federal Contract Information (FCI). Per R-DFARS 252.204-7021, FCI is information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service. Your organization's CMMC status will be verified to be active and accurate in the Supplier Performance Risk System (SPRS) module of PIEE. For assistance, please review Attachment 6: PIEE CMMC Level 1 Help Guide.

 (vii) Award Type: The anticipated award type is Firm Fixed-Price, Basic Ordering Agreement. It is anticipated that one award will be issued.

(viii) Description of services to be acquired:

The Contractor shall furnish all materials, labor, and transportation necessary to maintain annual maintenance requirements for John Deere Gators and Honda Pioneer vehicles. All replacement parts used shall be original equipment manufacturer (OEM) parts. The work to be performed shall include, but is not limited to, Annual Routine Maintenance, as well as repairs that are Reactive Service / Over and Above Maintenance on Utility Task Vehicles located at Edwards Air Force Base, CA.

(ix) Location of requirement: Edwards AFB, CA 93524

(x) Period of Performance: ~ 5 years; est. 23 July 2026 – 22 July 2031

(xi) Applicable RFO and R-DFARS provisions and clauses are posted within the with the Solicitation Model Agreement. RFO clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and any addenda to the clause.

The addendum to the provisions is provided in Attachment 4. Please review the entire document to understand the evaluation procedure and criteria for this requirement. Ensure the completed Price List Template, Attachment 2, and Past Performance Questionnaires, Attachment 5, are provided with your response IAW the 52.212-1 and 52.212-2 instructions/criteria, signed by a valid past performance reference.
