NAVSUP Fleet Logistics Center Pearl Harbor is seeking chartered maritime vessel support for Navy training operations in Southern California. - Government Buyer: - Department of the Navy, NAVSUP Fleet Logistics Center Pearl Harbor (FLCPH), Regional Contracting Office - U.S. Navy, Explosive Ordnance Disposal Training and Evaluation Unit One (EODTEU-1) - Products/Services Requested: - Chartered maritime vessel rental and support services for mine countermeasure (MCM) training - One vessel required, with an alternate vessel of equal or greater capability - Vessel must: - Carry at least 31 personnel with berthing facilities - Provide minimum 2,500 sq ft deck space - Support launch/recovery of 3 Zodiac CRRCs and 2 MK 18 Mod 2 UUVs - Offer refueling, single point mooring, electrical outlets, climate control, and communications/navigation equipment - Be USCG and ABS certified, Jones Act-qualified, and US-flagged - Operate in water depths of 40-1,000 feet and sea state up to 5 - Contractor-furnished equipment includes: - 110-gallon gasoline storage tank with OSHA-certified pump - 2 FDA-approved AED units - Certified rigging, drying rack, outdoor deck shower, rinse-down hose, bottle racks, deck lighting - Marine VHF radio, ship cell phone, gyrocompass, GPS, radar - Support services: personnel transport, equipment handling, refueling, meals, port services, and 24/7 operational support - Unique/Notable Requirements: - Vessel must be available for continuous 6-day operation, including foul weather stand-down - Compliance with USCG and ABS certifications, Jones Act, and U.S. flag requirements - Operations within 25 miles of San Diego, including Imperial Beach, Camp Pendleton, and San Clemente Island - Onloading and departure on first day, offloading and disembarkation on last day - No specific OEMs or vessel models are named in the solicitation - Offerors must provide an alternate vessel with equal or greater capabilities

This is a COMBINED SYNOPSIS/SOLICITATION for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number N0060426Q4046 is issued as a request for quotation (RFQ) for CHARTERED MARITIME VESSEL SUPPORT SERVICES.

This acquisition is NOT set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The 2022 NAICS code is 532411 (Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing) and the Small Business Standard is $45.5 million. This requirement is unrestricted to firms and will result in a Firm-Fixed-Price (FFP) purchase order (PO). The Office of Small Business Programs concurs with the full and open acquisition strategy.
