U.S. Army Anniston Army Depot FORGE II MILCON Design-Build and Equipment Procurement OTA

This opportunity is a major U.S. Army procurement for the design and construction of four new facilities at Anniston Army Depot, Alabama, under the FORGE II MILCON project using an Other Transaction Authority (OTA): - Four primary facilities to be designed and built: - Component Remanufacturing Facility - Missile Maintenance Facility - Military Vehicle Paint Facility - Storage Facility (two warehouses) - Optional projects include: - Equipment procurement, installation, and testing for each facility - Repair and modernization (R&M) of existing depot infrastructure (buildings, HVAC, power poles, stormwater systems, etc.) - Estimated funding: - $660 million for construction - $230 million for equipment - $85 million for repairs and modernization - Contract details: - Single OTA award - Up to 60 months period of performance - One-year construction warranty - Requirements: - Compliance with MILCON standards, Unified Facilities Criteria, and cybersecurity controls - Key roles: Design QC Manager, Project Superintendent, Commissioning Authority - Deliverables: design submittals, QC plans, safety plans, environmental compliance, schedules, commissioning reports - No specific OEMs or vendors named; opportunity open to qualified industry partners - Controlled access documents and CAD files available upon request - Site visit at Anniston Army Depot required for offerors - Not set aside for any specific business category

Answers to the DRAFT RPP QA have been posted. See attachment QA_ANAD_FORGE_II_DRAFT RPP.

The RPP has been amended to provide supplemental project information. Please see pages 20-21 of W91QEY-26-R-A002_ANAD_FORGE2_Amend2 for the complete, updated list of attachments. All other information within this announcement remains unchanged. 

Effective 3 June 2026, the following attachments has been added to this notice W91QEY-26-R-A002_ANAD_FORGE2_Amend1 and ANAD FORGE II_Site Visit Agenda_10JUN26.

The following two (2) changes were made to the RPP: 

The RPP due date has been updated to 29 June 2026 at 7:00AM CDT to match the due date listed on the SAM.gov posting. The Project Labor Agreement (PLA) language has been officially REMOVED from the RPP and is no longer applicable for this requirement.  

This announcement is a formal Request for Project Proposals (RPP) issued by the Mission & Installation Contracting Command (MICC) Theater Support Center (TSC) on behalf of Anniston Army Depot (ANAD) Facilities, Operations, Readiness, Growth and Experience (FORGE) II. RPP number W91QEY-26-R-A002.

This is the final RPP and supersedes all prior drafts.

Interested industry partners are invited to attend a site visit scheduled for June 10, 2026. A detailed agenda for this site visit will be provided at a later date.

Note: Computer Aided Design (CAD) Files (RPP attachments 0001.8, 0002.1, and 0003.1 are available upon request).
