THIS REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT NOTICE IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES. THIS IS NOT A SOLICITATION. Submission of information about pricing, delivery, the market, and capabilities is highly encouraged and allowed under this RFI for planning purposes in accordance with (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT/RFI DESCRIPTION This is NOT a solicitation announcement. This is a Sources Sought Notice / RFI only. The purpose of this notice is to gain information about potential qualified sources and their size classification relative to NAICS 334513 (size standard of 750 Employees). Responses will be used by the Government to make appropriate acquisition decisions. After review of responses, further RFIs and/or a solicitation or other announcements may be published. The Department of Veterans Affairs (VA) is seeking sources capable of providing a Portable Fourier Transform Infrared (FTIR) multi-gas analyzer equivalent to GASMET Model GT5000-HS Kit Terra to support hazardous substance release response, exposure assessment, and air monitoring operations. Background: The VA San Diego Healthcare System Environment Health & Safety (EH&S) Service requires the acquisition of a Portable Fourier Transform Infrared (FTIR) multi-gas analyzer equivalent to GASMET Model GT5000-HS Kit Terra. This device will support hazardous substance release response, exposure assessment, and air monitoring operations. The portable multi-gas analyzer allows for timely, field-capable identification and measurement of known and unknown airborne chemicals during emergency spills, releases, and other potentially hazardous exposure events within the medical center environment. It shall provide field deployable, quantitative measurement of multiple gases simultaneously and have the capability to identify unknown gases using a large spectral library. Deliverables: CLIN Description Qty UOM 0001 Portable FTIR Multi-Gas Analyzer equivalent to Gasmet Model GT5000 Terra Product# GT5000 1 EA Salient Characteristics Must be a self-contained FTIR gas analyzer that uses mid infrared spectroscopy to measure multiple gas species simultaneously. The analyzer must include an integrated gas sample cell and sampling pump to draw gas samples without reliance on external analyzer racks, trailers, or separate benchtop spectrometers. The analyzer must be furnished as a complete field kit, including analyzer, power supply/charger, sampling hose, filters, and carry/transport case suitable for deployment for one operator. The analyzer software must include configuration features suitable for industrial hygiene, confined spaces, environmental exposure, and anesthetic gas monitoring applications. The analyzer must be capable of simultaneously quantifying no less than 40 distinct gas species in a single measurement cycle. It must provide real-time numerical concentration readout for each configured gas in appropriate units and be capable of logging data for post-processing and reporting. For common toxic industrial gases (CO, CO2, NO, NO2, SO2, HCl, HF, NH3, selected VOCs), the system must achieve minimum detection limits in the low ppm range or better, suitable for occupational and environmental exposure assessments. The instrument must include an integrated spectral library of infrared reference spectra covering at least 3,000 distinct gas compounds relevant to industrial hygiene, combustion products, toxic industrial chemicals, and VOCs. The system must provide an automated library research function capable of comparing acquired spectra to the onboard spectral library and returning best match candidates to identify unknown gases in the field. The analyzer software must allow addition or updates of reference spectra to expand or refine the library over the life of the instrument. It must be portable and suitable for one-person carry; total weight must not exceed 25 pounds (11.5 kg). The analyzer must be battery powered, capable of at least 3 hours of continuous operation on an internal or external rechargeable battery pack. The system must include an AC power supply and charger compatible with U.S. mains power and allow operation from AC power when available. The analyzer must be housed in a rugged enclosure suitable for field use, providing environmental resistance against dust, moisture, and physical shock, including routine transport. It must have a minimum ingress protection rating of IP54 or better, or equivalent environmental resistance. The analyzer must operate within an ambient temperature range suitable for outdoor and indoor industrial environments, as specified by the manufacturer. Support connection of field sampling accessories, including flexible sampling hoses/tubing, filters, and probes for stack, container, and confined space sampling. Provide a graphical interface such as onboard display or external tablet/laptop for configuration, measurement control, real-time viewing, and library searches. Include a data logging function with non-volatile storage for historical data retrieval and reporting. Support data export via USB, Ethernet, or wireless interfaces. Allow remote control and monitoring via external devices such as tablets or laptops compatible with the kit or contractor software. General Requirements: The contractor must provide operating training (in person or virtual) to VA staff for safe operation, configuration, and data interpretation. Supply operator and service manuals, including calibration, maintenance, troubleshooting, and data export instructions. The system must come with a minimum 1-year warranty at no additional cost to the Government. Estimate the lifespan of your solution and support/services included. Specify if your equipment has FDA clearance and which ones. Indicate if your organization offers leasing solutions. Provide any Federal Supply Schedule (FSS) GSA/NAC/SAC/BPA/NASA SEWP or other Federal contract numbers. State if all items are available on your schedule/contract.
