THIS IS NOT A REQUEST FOR PROPOSALS/QUOTES - THIS IS A SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION, AND INFORMATION SUBMITTED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY.

Description:

This Sources Sought Notice/Request for Information (RFI) is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the United States Department of State (“State”). The purpose of this RFI is to identify ALL INTERESTED FIRMS that are capable of providing the services described in this RFI. The Department of State is also conducting market research to determine the degree of interest and capability by small businesses in providing Worldwide Value Engineering (VE) and Risk Management Services. The NAICS code for these services is 541330.

State will use this market research information to assess the market's capability to successfully meet State’s need for Worldwide Value Engineering and Risk Management Services. State does not intend to make a decision or award a contract on the basis of responses nor otherwise reimburse interested sources for the preparation of any information submitted for State's use of such information. State reserves the right to contact vendors if additional information is required. Please note that a decision not to submit a response to this sources sought notice will not preclude a vendor from participating in any future solicitation.

Overview:

The U.S. Department of State (DOS), Bureau of Overseas Buildings Operations (OBO) utilizes multiple award indefinite delivery/indefinite quantity (IDIQ) contracts to qualified firms of licensed professionals to provide comprehensive value engineering services that are architectural or engineering in nature. Types of services required include, but not limited to: value engineering cost proposal evaluation; risk analysis and advisory support; meeting facilitation; independent cost reviews; technical peer reviews; project scope of work definition; non‑project‑specific VE/Risk studies; VE and Risk program management assistance; and related analytical or advisory services.

Responses must clearly demonstrate capabilities through examples of previous and/or current value engineering and risk management contracts or experience closely related thereto.  Each project example shall include the following information: Project Name; the Firms role and area(s) of responsibility on each project; Project program and function; Project budget, final contract amount, schedule, and completion date; The projects presented shall display the Offeror’s unique approach to solving the requirements; The material shall address the management/planning approach; Describe the relevance of submitted projects to the specific IDIQ scope or description under which the firm is submitting; and/or Cite any certificates, awards, peer recognition, etc. demonstrating high performance management/ planning solutions. 

Firms may also submit SF330s demonstrating capabilities.

Attachments: 1. Contractor Information Form and Questionnaire– Interested contractors must complete the attached response sheet and submit with their RFI submission.

2. DRAFT Section C – Scope of Work

It is requested that all interested firms submit their capabilities and SF-330s by e-mail to Kenneth P. Bailey at baileykp@state.gov addressing each of the above requirements by 13:00 EST, June 15, 2026.  Interested firms shall also complete the attached Contractor Information Sheet. Questions:

1. A Representative from the U.S. Department of State (DOS), Bureau of Overseas Buildings Operations (OBO) intends to attend the SAVE International 2026 Value Summit in Milwaukee, Wisconsin in June 2026. If a representative from your firm is interested in an in-person meet and greet on the morning of Thursday, June 11, 2026, please let the Government know via this question response.

For questions 2 and 3 interested offerors must provide a description of their experience in providing the requested services, to include: contract numbers, performance period, contract value, and customer name.

2. Has the prospective firm performed Value Engineering and Risk Management services that are architectural or engineering in nature, under the NAICS code 541330 Engineering Services. If yes, please provide examples.

3. Has your firm ever performed a Value Engineering service contract for the U.S. government?  If so, please describe the contract services provided, the type, location and scale of the project, and list the U.S. government agency.

4. Does the prospective firm have an SF330? If yes, please provide a copy.

This request for capability information does not constitute a request for quote/proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The result of this market research will contribute to determining the method of procurement. The U.S. Department of State does not guarantee that any future contracts may be awarded covering the aforementioned duties and responses to this Sources Sought notice do not bind the U.S. Department of State to any agreement with the responder, be it explicit or implied.
