Navy Solicitation for IT and Cybersecurity Support Services for DUSN(M) ITD

The U.S. Navy, through NAVSUP Fleet Logistics Center Norfolk, is seeking comprehensive IT and IT-related support services for the Deputy Under Secretary of the Navy (Management) Information Technology Division (DUSN(M) ITD), primarily supporting over 4,000 Navy Secretariat users in the National Capital Region. - Government Buyer: - U.S. Navy, NAVSUP Fleet Logistics Center Norfolk (NAVSUP FLC Norfolk) - Deputy Under Secretary of the Navy (Management) - Information Technology Division (DUSN(M) ITD) - OEMs and Vendors: - No specific OEMs or hardware/software manufacturers are named in the solicitation or attachments - The incumbent contractor is Booz Allen Hamilton, Inc. (as service provider, not OEM) - Products/Services Requested: - Full-spectrum IT and IT-related support services, including: - Program management, transition support, and liaison services - Database administration and maintenance (Oracle, Microsoft SQL) - Software/application development and maintenance (SQL, Oracle, SharePoint, .NET, JavaScript) - System and network administration, backup/disaster recovery, patch management - Information assurance, cybersecurity compliance (FISMA, RMF, DoD policies), vulnerability management - Customer service/help desk, VIP support, desktop/conferencing support, wireless device management - Engineering/integration support for IT systems - Business/technical analysis, IT investment portfolio management - Website development, content management, and IT security for Secretariat websites - Procurement of hardware, software, and IT-related services as Other Direct Costs (ODCs) - Video Teleconferencing (VTC), telecommunications, NMCI tech refreshes, mobility/wireless upgrades - Maintenance and upgrades of SharePoint server farms/sites and DUSN(M) ITD/SECNAV HQ systems - Estimated 506,880 direct labor manhours across various labor categories - Unique or Notable Requirements: - Only SeaPort-NxG contract holders with Secret-level Facility Clearance near the National Capital Region are eligible - Emphasis on compliance with federal cybersecurity standards (FISMA, RMF, DoD) - Onsite support required within 25 miles of the National Capital Region - Two-step fair opportunity process for award - Incumbent is Booz Allen Hamilton, but competition is open to all qualified SeaPort-NxG holders - Period of Performance: - Base period of one year, five one-year option periods, and a final six-month extension (total up to 5.5 years) - Place of Performance: - Navy Headquarters and facilities in the National Capital Region, including the Pentagon, Washington Navy Yard, Joint Base Anacostia-Bolling, Arlington Annex, and Crystal City - Contracting office at NAVSUP Fleet Logistics Center Norfolk, VA

Deputy Under Secretary of the Navy (Management) - Information Technology Division - DUSN(M) ITD requires IT and IT-related support services in the following classified and unclassified areas: database administration, software development, data center operational support, data center migration, advanced system and network administration, information assurance, portfolio management, customer services and helpdesk, Video Teleconferening (VTC), telecommunications, NMCI tech refreshes, mobility and wireless equipment upgrades, inventory logs, maintenance of SharePoint server farms and sites, portal upgrades, and engineering/development/integration of DUSN(M) ITD Claimancy/SECNAV Headquarters' hardware, software, and related systems. 

This Notice constitutes the reissuance of previously canceled solicitation N0018926RB003. The requirement is being reposted under solicitation N0018926RB003Rev0001. Interested vendors should review all attached documents, including the revised Request for Quote (RFQ), Performance Work Statement (PWS), and SF30 for updated solicitation details, instructions, and applicable deadlines. 

Please also be aware that this solicitation is being solicited among SeaPort-NxG contract holders only, and the anticipated task order will be issued against the SeaPort base contract of the successful quoter. Therefore, the Government will only consider Step One submissions and non-cost and cost quotations of SeaPort-NxG contract holders. Any submission received from a non-SeaPort contract holder will not be considered and the contractor will be notified of its exclusion on this basis.
