The Federal Aviation Administration (FAA) is seeking a contractor to perform a comprehensive structural analysis and fall protection design for the Automated Weather Observing System (AWOS) platform at the Downtown Manhattan Heliport in New York, NY. - Government Buyer: - Department of Transportation, Federal Aviation Administration (FAA) - Offices: 6973GH Franchise Acquisition Services, FAA Aeronautical Center (AAQ-720), New York Technical Support Center - Products/Services Requested: - Structural engineering analysis of the JRB AWOS platform (Part Number: 00001, Quantity: 1) - Visual inspection, non-destructive testing, and analysis of AWOS platform steel framing, knee bracing, welds, bolted connections, and anchors - Fall protection anchorage design for AWOS remote sensors, conduit, and communication antenna - Preparation of sealed engineering reports and design drawings by a New York State licensed engineer - Site surveys, field notes, photos, material loss findings, testing results, structural calculations, and repair recommendations - Unique or Notable Requirements: - Contractor must provide all materials, equipment, labor, transportation, insurance, notifications, licenses, permits, fees, and supervision - All work must comply with FAA security, safety, and environmental standards - Engineering reports and drawings must be signed and sealed by a New York State licensed engineer - Work must be completed within 45 calendar days after notice to proceed - Performance and payment bonds required within 10 days of award - Contractor must be registered in the System for Award Management (SAM) and comply with FAA Acquisition Management System (AMS) - No specific OEMs or commercial vendors are named in the solicitation - Estimated contract value is between $50,000 and $100,000

Description

The Federal Aviation Administration (FAA) has a requirement for a JRB AWOS Structual Analysis at the Heliport in Manhattan, NY

The FAA invites your firm to submit a proposal in accordance with the attached Request for Quote (RFQ) package. Please see attachments for specifics.

If you are not able to submit a proposal, please let me know.

The contractor is responsible for furnishing all materials, (unless noted otherwise in the contract documents) equipment, labor, transportation, insurance, notifications, licenses, permits, fees and supervision necessary to perform the work described in the attached Statement of Work, Specifications, Drawings, and other attachments posted to this RFP.

The Acquisition Management System (AMS) applies to FAA in place of the Federal Acquisition Regulation (FAR) and various other provisions of Federal acquisition law.

It is anticipated that a firm-fixed-price type construction contract will be awarded as a result of this RFQ.

All questions regarding the project/scope of work/drawings must be received in writing to jason.A.fox@faa.gov no later than 5:00 p.m. CST on June 2, 2024 to allow for responses to be provided prior to due date for receipt of proposals.

Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers June 8, 2026. Reference AMS Clause 3.3.1-33, paragraph (d), “if the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.”

In addition, Offerors must complete and return the attached RFQ, narrative, and work plan by closing date. The RFQ is attached to this e-mail. The FAA reserves the right to review and verify each Offerors program eligibility.

Proposals must be received by Sheryl Gregory no later than 5:00 p.m. CST, June 8, 2026.

E-mailed proposals shall be sent to sheryl.y.gregory@faa.gov and must contain 6973GH-26-Q-00094 as part of the e-mail subject line.

Any responses received after 5:00 p.m. CST, June 8, 2026 may not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of submittal vendor's response may be determined ineligible.

As the FAA does not utilize sealed bidding contracting techniques, a public bid opening will not be held.

Potential Offerors should note that the FAA reserves the right to communicate with one or more Offerors at any time during the RFQ process.

This RFQ is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals.
