The U.S. Department of Agriculture (USDA) is seeking qualified vendors to conduct an Areawide Market Analysis (AWMA) for the Natural Resources Conservation Service (NRCS) in Tennessee, supporting the Agricultural Conservation Easement Program - Wetland Reserve Easement (ACEP-WRE). - Scope of Work: - Initial AWMA to determine fair market values per acre for various land use types in Tennessee - Annual recertifications or amendments for up to four additional years - Deliverables include written and digital reports, sales data spreadsheets, and participation in meetings and training - Requirements: - Vendors must be Tennessee state-certified general real property appraisers - Compliance with USPAP and FIRREA standards is mandatory - Adherence to federal anti-discrimination and DEI policies - Contract Structure: - Firm-fixed price award - One base year with four one-year option periods (up to five years total) - No specific OEMs or commercial product manufacturers are named; the procurement focuses on professional appraisal services - Place of Performance and Delivery: - Work performed statewide in Tennessee - Deliverables submitted to the NRCS Tennessee State Office - Notable Details: - Small business set-aside under NAICS code 531320 - Pricing must cover all line items as specified in attachments

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 12FPC426Q0033 is issued as a Request for Quotation (RFQ) for performance of an Initial Areawide Market Analysis for USDA NRCS Tennessee and subsequent annual AWMA recertifications or AWMA amendments for each following FY not to exceed 4 additional years.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 531320  The small business size standard is $9.5 million.  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
