The Atlanta Regional Commission (ARC) is seeking a comprehensive partner for Employee Benefits Consulting, Third-Party Administration (TPA), and Managed Benefits Services for its 215 full-time employees. - Government Buyer: - Atlanta Regional Commission (ARC), the regional planning and intergovernmental coordination agency for the 11-county Atlanta metropolitan area - OEMs and Vendors Involved: - UMR (medical, self-funded) - Humana (medical, Medicare Advantage, dental) - MetLife (vision) - Lincoln Financial (life/disability) - Optum EWS (Employee Assistance Program) - PPLSI, Guardian Life, Colonial Life, Nationwide (supplemental benefits) - PlanSource (benefits administration platform) - Products/Services Requested: - Employee Benefits Consulting: strategic advisory, carrier procurement, proposal evaluation, compliance support, benchmarking, employee communication - Third-Party Administration (TPA): TPA services for self-funded plans, day-to-day benefits operations, eligibility and claims oversight - Managed Benefits Services: integrated program management, compliance, employee engagement, technology-enabled benefits administration, fraud detection - Unique/Notable Requirements: - Partner must act as a strategic advisor and fiduciary - Support for carrier procurement, evaluation, and renewals - TPA services for self-funded health plans - Administration of day-to-day benefits operations and compliance with ACA, HIPAA, COBRA, FMLA, and other laws - Employee communication, enrollment support, and data analytics - Benchmarking and process streamlining, including fraud detection - Minimum qualifications: valid Georgia insurance licensure, 10+ years public sector experience, management of 3+ public sector accounts in Georgia, relevant professional designations, organizational stability - Preferred: experience with self-funded plans, in-house TPA/actuarial resources, dependent eligibility audits, ACA compliance for government entities

Description

The Atlanta Regional Commission (ARC) is soliciting proposals from qualified firms to serve as a full-service benefits partner providing Employee Benefits Consulting, Third-Party Administration, and comprehensive, day-to-day Managed Benefits Services. ARC seeks a firm capable of delivering integrated program management across consulting, administration, compliance, and employee engagement. The partner will support procurement of carriers, manage carrier relationships, provide TPA services for self-funded plans, administer benefits operations, ensure regulatory compliance, and deliver employee communication and enrollment support. The contract is anticipated to start on August 17, 2026, and all work must be completed by December 31, 2029.
