The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors with a size standard of $19M. The Department of Veterans Affairs (VA), Network Contracting Office 1 (NCO 1), is seeking to identify any vendor capable of providing replacement Variable Frequency Drives located at the Connecticut Healthcare System, West Haven VA Medical Center, located at 950 Campbell Avenue, West Haven, CT 06516, per the requirements below. Refer to the Statement of Work below for the requested requirement description. The standard shall be of quality; meeting or exceeding those outlined in the Statement of Work.
This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer's review of the market base, for acquisition planning, size determination, and procurement strategy.
Submission Instructions: Interested parties who consider themselves qualified to provide the Variable Frequency Drives are invited to submit a response to this Sources Sought Notice by 12:00PM EST, 3 June, 2026. All responses under this Sources Sought Notice must be emailed to yolanda.rankin@va.gov. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Interested parties should complete the attached Sources Sought Worksheet. Parties may submit additional information related to their capabilities, provided it contains all the requirements contained in the Sources Sought Worksheet. Responses to this Sources Sought shall not exceed 8 pages. All submissions should be provided electronically in a Microsoft Word or Adobe PDF format.

Attachment 2: STATEMENT OF WORK REPLACE VARIABLE FREQUENCY DRIVES VA CONNECTICUT HEALTHCARE SYSTEM (VACHS) VA MEDICAL CENTER WEST HAVEN 950 CAMPBELL AVENUE WEST HAVEN, CT 06516
BACKGROUND VA Connecticut Healthcare system requires the replacement of Variable Frequency Drives located in Building 1 and Building 2 of the West Haven VA Medical Center.
JUSTIFICATION Existing Variable Frequency Drives serving air handling equipment within the Medical Center have failed or are in need of replacement to restore appropriate controls for temperature and humidity within clinical areas. Variable speed drives control the speed of electric motors and improve performance of existing infrastructure.
PLACE OF PERFORMANCE The Place of performance for this contract is VA Connecticut Healthcare System, West Haven VA Medical Center, located at 950 Campbell Avenue, West Haven, CT 06516.
PERIOD OF PERFORMANCE The Contract Time Period of Performance will be 90 calendar days from Notice to Proceed (NTP) and includes service provider closeout.
QUALIFICATIONS To be considered eligible for consideration, potential bidders shall have a field service representative located within 200 miles of the West Haven Campus of the VA Connecticut Healthcare System and have been trained by the Original Equipment Manufacturer (OEM) on the specific model of equipment that he/she is being asked to provide services for. The Contracting Officer and/or Contracting Officer's Representative (COR) specifically reserve the right to reject any of the Service Provider's personnel and refuse them permission to work on the equipment outlined herein, based upon credentials provided. Bidders must provide upon request documentation of factory certified service/maintenance training on the specific equipment under the terms of this contract. SCOPE OF WORK The Service Provider shall furnish all labor, materials, equipment, tools, supervision, disposal, and all incidentals to complete work for the services described in this document. The service provider shall receive and work with the VA COR and designated POC. Work shall occur during regular business hours Monday – Friday 8:00 a.m. – 4:40 p.m. and as coordinated. No work shall be performed on Government Holidays unless an emergency status has been indicated by the Contracting Officer. Drives shall be Bluetooth enabled keypad display with H-O-A-A selection. Drives shall include 6 pulse drive with 5% equivalent line reactor. Drives shall include standard network protocols: BACnet, N2, Modbus. Drives shall be programmable digital and analog I/O. Drives shall include damper control and run permissive. Drives shall include fireman's override. Drives shall be industrial, heavy-duty with a rating of 150% current for 60 seconds, durable, and compatible with existing AHU equipment located at the VA Medical Center West Haven.
Additional features include: Direct Torque Control, maintain speed accuracy within a very tight band, and torque control with the ability to operate sensorlessly. Ability to operate continuously at 40°C ambient temperatures without derating. Include safety devices and operability including Safe Torque Off as a standard feature by removing torque without fully powering down the drive as a safety Integrity Level per ISO 13849 when properly implemented; ability to be equipped with Safe Stop module, Safe Brake Control, Safe Speed Monitoring.
Equipment shall meet IEEE, NEMA, and ISO standards. Minimum frequency of 0 to 500 Hz output and dual rated.
All disposable materials shall be removed from the facility by the contractor and disposed of in accordance with applicable state and federal environmental regulations. Furnish a waste manifest as required.
SUBMITTALS/DELIVERABLES: Service provider shall furnish all submittal item documentation with final dispositions and final documentation report with all tests, photos, and work completed within 10 business days following completion of work. Minimum warranty of two years on all parts, labor, workmanship, and equipment shall be furnished.
SPECIAL INSTRUCTIONS All service provider personnel, sub-service providers, and representatives visiting VA sites will be required to sign in upon arrival at Building 15 and/or retain a temporary VA badge. Each visiting individual must enter their name, their company’s name, VA project title, reason for visit, and the times of arrival and departure. Arrangements for after normal hour working site visits must be made in advance and during normal working hours. The Contracting Officer reserves the right to terminate any services, without payment for services completed, if such services are not needed or are not being adequately completed. Prior to the start of work, submit to VA copies of all required permits. Day-to-day project administration will be performed by the COR. Periodic reviews, tests, and other field observations by the Government are not to be interpreted as superintendence nor as approval of the service provider’s progress but are intended to discover any issues to prevent costly misdirection of effort. The service provider shall remain responsible for constructing, operating, and maintaining the site in full accordance with the requirements of this solicitation. The service provider shall provide VA with a copy of all inspection reports for inspections conducted by local, regional, and state code authorities from the start of construction through issuance of the certificate of occupancy or completion. The service provider shall develop and provide to the VA the following: Safety Plan: The service provider shall produce work in accordance with the latest editions of all applicable DVA guidelines (e.g., Construction Standards, Master Specifications, Standard Details, Special Design Criteria to meet Hospital Joint Commission (JCAHO) requirements), NFPA, Federal and State codes pertinent to the project scope. All applicable personnel on site are required to obtain an OSHA 10-hour construction certification, and the site competent person must obtain an OSHA 30-hour construction certification. Per VA Directive 1805, smoking, vaping, and smokeless tobacco are prohibited on VA facilities grounds, including in vehicles. This applies to all Service providers and their employees. No photography of VA premises is allowed without written permission of the contracting officer. Patients and staff are not to be photographed at any time. Prior to work onsite, all Service providers and personnel shall furnish proof of receipt of required Tuberculosis testing in compliance with VHA Directive 1131(5), dated June 04, 2021. Parking shall be in designated areas only. Service provider to coordinate with COR. The Service provider shall confine all operations (including storage of materials) on government premises to areas authorized or approved by the VA Contracting Officer. The Service provider shall hold and save the government, its officers, and agents, harmless from liability of any nature occasioned by the Service provider’s performance. Working space and storage space shall be as determined by the COR. Workers are subject to the rules of the Medical Center applicable to their conduct. Work shall be executed to minimize impacts with work being done by others. Billing: Provide the COR with a report or statement of work completed, including statements with requests for payment. The statement should include services completed and the date each service item was completed. Labor charges shall be billed hourly, and any unused labor totals will be credited back to the VA Medical Center on the next billing cycle, upon receipt of the service report. Safety Codes / Certification / Licensing: Environmental abatement work, if necessary, is to be performed by the Service provider under supervision and monitoring for the VA by a Certified Industrial Hygienist. The Service provider shall comply with all applicable codes, including NFPA fire code, OSHA, VA Design Guides, etc. Labs used by the service provider shall be licensed as required by governing agencies, and their certifications and licenses shall be included in the reports. Travel: Service provider and/or subservice providers will travel from their place of business to the West Haven VAMC of the VA Connecticut Healthcare System. NARA Records Management Requirements The following standard items relate to records generated in executing this contract: Citations to pertinent laws, codes, and regulations such as 44 U.S.C. Chapter 21, 29, 31, and 33; FOIA (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government, which shall have unlimited rights to use, dispose of, or disclose such data as it deems in the public interest. Contractor shall not create or maintain any records not specifically tied to or authorized by the contract using Government IT or records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable containing information covered by the Privacy Act of 1974 or protected by FOIA. The Government owns the rights to all data/records produced as part of this contract, including electronic data and supporting documentation. The Contractor shall comply with Federal and Agency records management policies, including safeguarding of records under the Privacy Act of 1974. All records must be preserved regardless of format or transmission mode. No disposition of documents will be allowed without prior written approval of the Contracting Officer. The Contractor shall prevent unauthorized destruction or alteration of records, with penalties for unlawful destruction. The Contractor must obtain the Contracting Officer’s approval prior to engaging any sub-contractor supporting this contract, especially regarding disclosure of information or records.
