Solicitation number 1605C3-26-R-00008 is issued as a Request for Proposals for the Upgrade of Public Spaces in the Department of Labor (DOL) Frances Perkins Building (FPB) on behalf of the Office of the Assistant Secretary for Administration and Management (OASAM) Business Operations Center (BOC). The applicable North American Industry Classification Standard Code is 236220 The small business size standard is $45 million This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a proposal which will be considered by the agency. The Government anticipates award of one firm-fixed price contract.
The Frances Perkins Building’s public meeting spaces are widely used for internal and external engagements, making their appearance and functionality critical to supporting a professional and welcoming environment. To enhance the overall aesthetics and usability of these areas, the Department intends to upgrade several design elements, including new curtains, updated carpeting, lighting, Audio/Visual (AV) systems, and other enhancements that will contribute to a modern, cohesive and visually appealing space. Improvements to the Great Hall, Auditorium and Mezzanine will support a more efficient, comfortable and representative setting for employees, stakeholders, and visitors. Moreover, the modernization of the aging AV systems is critical to hosting virtual and hybrid meetings, press engagements, leadership communications, training, and public events. Many existing systems are beyond end-of-life, lack vendor support, and do not meet modern collaboration needs such as Microsoft Teams Rooms (MTR), Webex, and Zoom integration. This project will modernize these environments to ensure compliance, accessibility, and reliability. For purposes of this procurement, “modernization” refers to a comprehensive overhaul of the Frances Perkins Building’s Great Hall, Auditorium, and Mezzanine that includes both technological and physical space improvements. Modernization encompasses the replacement of end-of-life AV systems; upgrades to room infrastructure such as lighting, carpeting, seating, fabrics, and furnishings; and the integration of current, industry-leading collaboration technologies. The intent is to deliver spaces that represent the most current standard of performance across all aspects of AV, architectural design, and hybrid meeting capability. All solutions must be scalable, support long-term evolution of technology, and ensure the Department’s continued ability to host high-visibility events, hybrid engagements, and mission-critical communications well into the future.
