The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 561621, with a size standard of 25 million dollars. The Department of Veterans Affairs (VA) is seeking information to identify any vendor capable of providing Physical Access Control System (PACS) Annual Subscription for Genetec Software Support, including Genetec Security Desk, Hughes Identification Devices Physical Access (HID PACS), telephone support, on-site support, emergency support, preventative maintenance, and software upgrades.
This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are encouraged to provide information regarding their capabilities to fulfill this requirement, in the form of a statement that addresses the specific requirement identified in this Sources Sought. Information received shall be used to facilitate the Contracting Officer's review of the market, for acquisition planning, size determination, and procurement strategy.
Submission Instructions: Interested parties who consider themselves qualified or wish to provide information in response to this notice are invited to submit a response to this Sources Sought Notice / Request for Information by 2:00 PM EST, 10-June-2025. General Intention: It is the intention of the Providence Regional Office, Veterans Benefits Administration (VBA), to acquire contractor services for maintaining, servicing, and general upkeep of the Physical Access Control System (PACS). This fixed-price requirement is for the Annual Subscription for Genetec Software Support, including Genetec Security Desk, Hughes Identification Devices Physical Access (HID PACS), telephone support, on-site support, emergency support, and preventative maintenance and software upgrades.
Scope: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform preventative maintenance, inspections, and updates/upgrades to the PACS equipment at the Department of Veterans Affairs, Veterans Benefits Administration, Providence Regional Office.

Period of Performance: The period shall be one (1) year with four (4) optional year extensions at the discretion of the Contracting Officer.

Post Award Meetings / Progress Meetings: The contractor shall attend virtual meetings as convened by the Contracting Officer, Contract Specialist, or facility Point of Contact. These meetings will discuss contract performance, issues, or lessons learned. Attendance is at no additional cost.
Contractor Qualifications: The contractor or subcontractor shall be an approved reseller for Genetec Software Hughes Identification Devices (HID) PACS System on station.
Preventative Maintenance: The contractor shall provide services during normal business hours (8:00 am to 4:00 pm EST, Monday through Friday), excluding federal holidays or closures due to emergencies or other directives. The contractor shall maintain current factory support for HID software (pivclass), hardware (smartcard readers, server), Genetec PACS, duress buttons, high-definition CCTV, and IDS during the contract period. The first inspection shall occur within 30 days of the start date, with subsequent inspections every three months unless otherwise approved. Services include: Preventative maintenance on devices listed in the Equipment Inventory List. Quarterly verification of system functionality. Backup of system database quarterly. Software maintenance and updates quarterly. Manufacturer support as needed. Inspection reports within five business days, including findings, deficiencies, and recommendations. Two scheduled Controlled Power Outages per year, with reports within five business days. Emergency services available 24/7, with response within 8 hours, and reports within 48 hours.
