The U.S. Transportation Command (USTRANSCOM) is seeking a contractor to provide comprehensive Stevedoring and Related Terminal Services (S&RTS) for U.S. Government cargo at multiple locations in Jordan. - Government Buyer: - U.S. Transportation Command (USTRANSCOM), including TCAQ-R and 595th USA Transportation Surface Brigade, with contracting offices at Scott Air Force Base, IL - U.S. Army Transportation Command (ARTRANS), 840th Transportation Battalion - Scope of Services: - Stevedoring and terminal services at Aqaba Main Port, Aqaba Container Terminal, Royal Jordanian Naval Base, Muwaffaq Salti Air Base, Marka Air Base, and all ports in Jordan - 24/7 cargo handling for containers, vehicles (light, medium, heavy), breakbulk, aircraft, and hazardous materials - Loading/unloading, lashing/unlashing, stuffing/unstuffing, tallying, staging, inspection, and warehousing - Equipment rental (forklifts, cranes, container handlers, generators, light towers, trailers, tugs) - Third-party logistics (3PL) support: fire/ambulance, law enforcement, customs clearance, vehicle/container washing - Facility support: portable offices, latrines, refuse disposal, security fencing, and surveillance - Inland transportation (flatbed and lowbed trailers for various distances) - Labor categories: stevedores, crane operators, mechanics, foremen, clerks, safety officers - Unique/Notable Requirements: - Compliance with U.S. cybersecurity standards (NIST SP 800-171, DFARS 252.204-7012, CMMC Level 1) - Certified hazardous material handling and environmental/safety compliance - RFID cargo tracking and detailed reporting/invoicing - Minimum contract guarantee and option for a six-month extension - All labor, equipment, and materials to be provided by the contractor - Quantities & Line Items: - Extensive line items for cargo types, equipment rentals, labor hours, and logistics services (see detailed list below) - Estimated Value: - Total evaluated price over 5.5 years is approximately $231,000, with a 25% ceiling increase possible - No specific OEMs or named vendors are referenced; all requirements are performance-based and open to qualified providers. - **Place of Performance: - Primary: Aqaba Main Port, Aqaba Container Terminal, Royal Jordanian Naval Base, Muwaffaq Salti Air Base, Marka Air Base, and all ports in Jordan - Contracting and oversight: Scott Air Force Base, IL; 595th USA Transportation Surface Brigade, APO AE 09366

Provide Stevedoring and Related Terminal Services (S&RTS) handling the import and export of designated USG cargo through the Aqaba Main Port, Aqaba Container Terminal, Royal Jordanian Naval Base and under certain circumstances the airports of Muwaffaq Salti Air Base (MSAB) and Marka Air Base. The contractor shall complete all tasks as outlined in the PWS. The contractor is required to fulfil all requirements for this contract for which the USG will compensate the contractor at the applicable commodity rate, per the designated Schedule of Rates (SOR).
