The U.S. Air Force at Columbus Air Force Base, Mississippi, is seeking qualified contractors for the renovation of Room 106 in Building 730 to establish an alternate Emergency Operations Center (EOC). - Government Buyer: - U.S. Air Force, 14th Contracting Squadron (14 CONS), Columbus Air Force Base - OEMs and Vendors: - Cummins/ONAN (specified for backup generator) - Johnson Controls (specified for field controllers and integration with Building Management System) - Products and Equipment Requested: - Dedicated split system HVAC unit (4.5-6 tons), including Johnson Controls field controller, heat pump, auxiliary electric strip heat, condensing unit, air handling unit, refrigerant line set, electrical circuit/disconnect, ductwork, and programmable thermostat - Ductless split system for communications server room, controlled by Johnson Controls and connected to emergency generator - Cummins/ONAN backup generator (estimated 45-60 kW) with 250-gallon belly fuel tank, battery charger, and installation on existing pad - Automatic Transfer Switch (ATS), 4-pole, bypass rated - Emergency electrical panel for EOC and associated areas - New carpet tile and cove base, including raised box floor for command section - New ceiling grid, 2x2 tegular ceiling tiles, and 2x2 LED lights - Two wall receptacles for TVs - Services Requested: - Full design, demolition, installation, testing, and commissioning of all systems - Construction renovation services covering civil, mechanical, electrical, and related disciplines - Unique or Notable Requirements: - All work must comply with Unified Facilities Criteria (UFC), Air Force Instructions (AFI), and Statement of Work (SOW) - Security, code compliance, and quality control are emphasized - Integration with existing Building Management System (Johnson Controls) - Green certification and warranty requirements for finishes - Staged design submittals and government review at multiple completion milestones - Estimated contract value: $250,000 to $500,000 - Place of Performance: Columbus Air Force Base, Mississippi

Description

The Contractor must provide all plant, labor, equipment, transportation, and tools required to complete a full renovation of the existing alternate Emergency Operation Center (EOC). This includes performing analysis on security aspects of the alternate EOC and bringing it up to meet the UFC and AFI requirements. The main focus of this project is the installation of a separate HVAC system for the EOC and backup generator that is sized and serves the EOC, HVAC for the EOC, communication equipment serving the EOC, and the lights for nearby bathrooms. Perform all work according to this Statement of Work (SOW), all related AF requirements, and other codes and references.
