The U.S. Air Force Life Cycle Management Center is seeking a contractor to design, manufacture, deliver, install, and test a comprehensive Mechanized Material Handling System (MMHS) upgrade at Dover Air Force Base, Delaware, specifically for Buildings 1209, 1210, and 1212. - Government Buyer: - U.S. Air Force Life Cycle Management Center (AFLCMC), including offices at Wright Patterson AFB, OH, and 436 APS/TRO at Dover AFB, DE - OEMs and Vendors: - No specific OEMs or vendors are named; the procurement is open to all qualified manufacturers and integrators of material handling systems - Products/Systems Requested: - Transfer Vehicles (dual-rail, capable of moving 463L pallets up to 12,000 lbs; quantity: 2) - Powered 463L Pallet Conveyors (various types for different buildings and functions, including pass-through storage, staging dock, single and multi-pallet conveyors, and associated scales) - Control Systems for conveyor and vehicle operation - Multi-Pallet Buildup Conveyor with forklift interface and center-of-balance scale (quantity: 1) - Short and Long Staging Dock Conveyors with forklift/K-loader interfaces (multiple options and locations) - Pass-Through Storage Conveyors (modification of 8 existing units to create 4 PTSCs) - Single Pallet Conveyor with integrated scale (quantity: 1) - Center of Balance and Single Pallet Scale Systems - System Data deliverables (as-built drawings, technical documentation) - Services Requested: - Removal and disposal of existing conveyors, transfer vehicles, and related equipment - Modification of existing storage and staging dock conveyors - System installation, integration, and quality conformance testing - Reliability demonstration testing and final acceptance - Operator and maintenance training (hands-on and classroom) - Unique/Notable Requirements: - System must interface with existing Air Force 463L pallet handling infrastructure and support both powered and manual operation - Strict safety, electrical, and environmental standards, including emergency stops, safety interlocks, and noise limits - All scales must meet specified accuracy and certification requirements - System must support 20-year service life and include warranty coverage for one year post-acceptance - Material Safety Data Sheet (MSDS) submission required with offers - Optional pre-proposal site visit at Dover AFB - Quantities: - Most line items are single units or pairs (e.g., 2 transfer vehicles, 4 pass-through storage conveyors, 1 multi-pallet conveyor, etc.) - Locations: - All work and deliveries are at Dover Air Force Base, Delaware, primarily in Buildings 1209, 1210, and 1212 - Contracting and oversight at Wright Patterson AFB, Ohio

Description

This acquisition is for a Mechanized Material Handling System at Dover AFB, Delaware. It is full and open competition. There are 20 CLINs with options. A Pre-Proposal Site visit is scheduled for 17 June 2026 at 1PM EST. This is not required to submit a proposal. RSVP to the site visit is required to be submitted by 3 June. See attachment for specifics. The period of performance is 400 days.
