This notice provides an update on two federal initiatives related to trade enforcement and food safety standards: - The U.S. Department of Commerce, International Trade Administration (Enforcement and Compliance office), has amended its preliminary determination in the antidumping investigation of crystalline silicon photovoltaic cells from Indonesia. - PT Blue Sky Solar Indonesia is the primary OEM named, assigned a 94.36% dumping margin due to non-cooperation. - The investigation covers crystalline silicon photovoltaic cells, whether or not assembled into modules, imported from Indonesia. - No specific procurement of products, part numbers, or quantities is requested; this is an administrative trade action, not a solicitation or award. - The National Institute of Standards and Technology (NIST) is establishing the Food Nutrition and Safety Measurements and Methods Consortium. - The consortium aims to advance measurement methods and standards for food testing. - Participation requires signing a Cooperative Research and Development Agreement (CRADA). - Notable requirements: - The antidumping margin is based on adverse facts available due to lack of cooperation from the OEM. - The NIST consortium is open for ongoing participation to develop food testing standards. - Primary locations involved: - U.S. Department of Commerce Headquarters, 1401 Constitution Avenue NW, Washington, DC 20230.
Description
The U.S. Department of Commerce is amending its preliminary affirmative determination in the less-than-fair-value investigation of crystalline silicon photovoltaic cells, whether or not assembled into modules, from Indonesia. The amendment reflects the determination to rely on facts otherwise available including adverse inferences in reaching the preliminary determination. The period of investigation is from July 1, 2024, through June 30, 2025. The amended determination applies an estimated weighted-average dumping margin of 94.36% to PT Blue Sky Solar Indonesia based on adverse facts available.
