This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation, an obligation or commitment by the Indian Health Service.

This notice is intended strictly for market research to determine the availability of Indian Economic Enterprises (IEE).

Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The anticipated applicable NAICS code for this acquisition is 621399,  Offices of All Other Miscellaneous Health Practitioners

This U.S. industry comprises establishments of independent health practitioners (except physicians; dentists; chiropractors; optometrists; mental health specialists; physical, occupational, and speech therapists; audiologists; and podiatrists). These practitioners operate private or group practices in their own offices (e.g., centers, clinics) or in the facilities of others, such as hospitals or HMO medical centers.

Background

 The Mission of the Rosebud Indian Health Services (IHS) is to provide the best possible healthcare services to the patients on the Rosebud Sioux Reservation in South Dakota. To meet this mission, Rosebud IHS is requesting a 3-month Base Plus Three (3), 3-month options, firm-fixed price, non-personal service contract to provide Advance Practice Provider Services.

2.0 Objective

 The Rosebud IHS requires to secure Two (2) full-time equivalent APP PA/NP Positions.

2.1       Scope

Review full Performance of Work

The Contractor shall provide professional Advanced Practice Provider (APP) services consistent with the published competencies and standards of practice of the National Commission on Certification of Physician Assistants (NCCPA) and the American Academy of Physician Associates (AAPA) for Physician Assistants, and the American Association of Nurse Practitioners (AANP) and American Nurses Credentialing Center (ANCC) for Nurse Practitioners; IHS clinical policies; applicable South Dakota state licensure requirements; and Rosebud IHS Hospital medical staff bylaws and credentialing standards.

This is a non-personal services contract. The Contractor is an independent contractor responsible for managing its own personnel and shall not be subject to the supervision or control of Government employees in the day-to-day performance of work. The Government retains the right to evaluate the quality, timeliness, and completeness of services delivered against the performance standards set forth in the PWS.

Services shall be delivered in the following setting:

Outpatient Department (OPD) Clinic — scheduled clinic sessions for adult and pediatric primary care, chronic disease management, preventive services, and acute outpatient visits.

The Contractor's APP personnel shall adhere to the clinical protocols, credentialing requirements, and collaborative practice framework established by the Rosebud IHS Hospital medical staff bylaws and credentialing committee. Such adherence reflects the professional standard of care and facility access requirements and does not constitute employer-employee supervision by the Government.

3.0       Work Schedule/Availability

Rosebud IHS hours of operations are Monday through Friday 8:00am to 5:00pm.

 4.0      Period of Performance

 Base: 3-month (08/01/2026 – 10/31/2026)

Option 1: 3-month (11/01/2026 – 01/31/2027)

Option 2: 3-month (02/01/2027 – 04/30/2027)

Option 3: 3-month (05/01/2027 – 07/31/2027)

6.0       Contractor Responsibility

Provide professional APP services of the highest quality, consistent with the standard of care applicable to the APP’s credential (Physician Assistant or Nurse Practitioner) in outpatient primary care. Maintain all required licenses and national certifications (NCCPA for PAs; ANCC or AANPCB for NPs) in good standing throughout the period of performance and notify the COR immediately of any change, lapse, investigation, restriction, or adverse action affecting licensure or certification. Maintain professional malpractice liability insurance at levels consistent with IHS policy and South Dakota requirements; provide certificate of insurance to the COR prior to commencement of services and upon renewal. Adhere to all IHS policies, Rosebud IHS Hospital medical staff bylaws, clinical protocols, patient safety standards, HIPAA privacy and security requirements, and applicable federal regulations. Maintain patient confidentiality at all times and comply with 45 CFR Parts 160 and 164 (HIPAA). Report all adverse patient events, near-misses, and sentinel events through the IHS ISTAR Reporting System in accordance with facility policy. Comply with the Indian Child Protection and Family Violence Prevention Act (25 U.S.C. § 3201 et seq.) requirements, including mandatory reporting of child abuse and neglect.

7.0       Contracting Officer’s Representative Designation

            Monitoring the Contractor’s technical progress; Interpreting the statement of work;  Assisting the Contractor in the resolution of technical problems encountered during performance of this contract

8.0       Contractor Compliance

The Contractor shall maintain records of confidentiality in accordance with the Health Insurance Portability and Accountability Act (HIPAA), Privacy Act of 1974, Alcohol and Drug Abuse Patient Records, Freedom of Information Act (FOIA), and other pertinent Federal regulations.

9.0       Administrative

Compensation – Billing will be at a fixed rate for all services.

Meetings/Conference Calls – The Contractor shall attend meetings or conference calls scheduled by the Contracting Officer’s Representative (COR) to address areas of concern and exchange information to ensure all contract requirements are being met. The COR shall be responsible for scheduling and coordination of all meetings and conference calls.

10.0      Government Furnished Property/Equipment/Information

The Government shall provide the following at no cost to the Contractor:

Clinical workspace, examination rooms, and equipment within the OPD clinic adequate for APP practice. Access to the IHS electronic health record system (RPMS/EHR or successor) and related clinical information systems, including necessary training. Laboratory services, diagnostic imaging, and pharmacy support consistent with Rosebud IHS Hospital capabilities. Medical supplies, medications, and equipment available in the OPD clinic for performance of patient care duties. Access to IHS clinical policies, standing orders, clinical protocols, and applicable Indian Health Manual (IHM) chapters. Office space, telephone, and secure computer access necessary to perform administrative and documentation functions. Required IHS mandatory training materials and computer-based training (CBT) modules.

11.0      Reports

The Contractor shall deliver standard or custom reports on demand, or monthly as followed: 

Claims Errors Claim Reconciliation Additional reports as needed.
