El Paso Water Utilities Public Service Board is seeking proposals for the supply and delivery of Technical Grade Methanol to support water treatment operations. - Government Buyer: - El Paso Water Utilities Public Service Board (EPWater) - Purchasing & Contracts Administration office - Products Requested: - Technical Grade Methanol (estimated annual usage: 200,000 gallons) - Must meet minimum purity of 99.8%, specific gravity (0.791-0.793), water content (max 0.10%) - Manufactured in the United States - Delivered in full tank loads (~7,500 gallons) to Fred Hervey Water Reclamation Plant, El Paso, TX - Compliance required with ASTM, IMPCA, AWWA, OSHA, DOT, and EPA standards - Delivery must include certified weight tickets and certificates of analysis - Pricing structure includes: - Base Price (publicly published index price) - Total Delivered Fuel Price per gallon (mark-up plus base price, excluding freight and taxes) - Services Requested: - Owner's Allowance for unanticipated work at owner's direction ($100,000 set aside) - Unique/Notable Requirements: - Methanol must be manufactured in the U.S. - Strict purity and safety standards - Delivery in certified tank loads with compliance documentation - Contract term is one year, with up to four one-year extensions and possible month-to-month extension - Quantities may be adjusted to meet operational needs - Evaluation criteria include experience, cost, and responsibility - Place of Performance/Delivery: - Fred Hervey Water Reclamation Plant, 11700 Railroad Drive, El Paso, TX 79924 - EPWater Purchasing & Contracts Administration, 1154 Hawkins Boulevard, El Paso, TX 79925

Description

This solicitation is a Request for Proposal issued by EPWater for the procurement of Technical Grade Methanol. The scope involves furnishing goods, supplies, equipment, and/or services related to Technical Grade Methanol. Proposals will be accepted electronically or by sealed bid until June 10, 2026, at 1:30 PM MST. A pre-proposal meeting is scheduled for May 26, 2026, and the proposal opening will be live-streamed.
