This opportunity seeks a qualified provider to operate a peer-led, 24/7 sober living environment and recovery residence for adults with complex behavioral health needs in Sacramento County. - Government Buyer: - County of Sacramento Department of Health Services, Behavioral Health Services (BHS) - Program Overview: - Operate a new, structured, peer-operated sober living environment (SLE)/recovery residence for up to 25 adults (ages 18+) with co-occurring substance use disorder (SUD) and serious mental illness (SMI), literal homelessness, high justice-system involvement, and low treatment readiness - Integrate with existing Outpatient (OP) and/or Intensive Outpatient (IOP) SUD treatment services - Leverage provider's current Medi-Cal billing infrastructure at the SLE site(s) - Deliver comprehensive peer support, care coordination, and behavioral health services - Provide culturally responsive, trauma-informed care and crisis response - Staffing Requirements: - Program Director, Clinical Supervisor, Peer Support Specialists, Care Coordinators, Housing/Facility Support, Transportation, Administrative staff - Notable Requirements: - Coordination with local justice and homeless service systems - Use of Homeless Management Information System (HMIS) for data tracking - Compliance with Medi-Cal and CalAIM funding protocols - Alignment with SAMHSA principles and ASAM Criteria - Funding: - Estimated total budget: $2,200,000 - Per-bed reimbursement rate: $236 per night - Eligibility: - Only organizations currently contracted with Sacramento County BHS SUPT for OP/IOP SUD treatment services are eligible - OEMs and Vendors: - No specific OEMs or commercial vendors are named; opportunity is open to eligible, currently contracted providers - Place of Performance: - County of Sacramento, 9660 Ecology Lane, Sacramento, CA 95827

Description

The County of Sacramento Department of Health Services, Behavioral Health Services, seeks one qualified organization currently contracted for Outpatient and/or Intensive Outpatient Substance Use Disorder treatment services. The organization must provide a structured, 24/7 peer-operated sober living environment/recovery residence for Sacramento County residents aged 18 and older with co-occurring substance use disorder and serious mental illness, literal homelessness, high justice-system involvement, and low treatment readiness. The program aims to reduce crisis cycles, enhance safety, increase treatment participation, and support long-term recovery and reintegration. The pilot program is funded with an estimated budget of $2,200,000 to support up to 25 individuals and related staffing and services.
