The State of Tennessee is seeking a contractor to provide comprehensive Facility Protection Services, including armed Facility Protection Officers (FPOs), across state-owned and leased properties statewide. - Government Buyer: - State of Tennessee, Department of General Services, Central Procurement Office (including Department of Safety and Homeland Security) - OEMs and Vendors: - Glock (OEM for standard sidearm, Glock 19 9mm pistol) - Products and Equipment Requested: - Glock 19 9mm pistols (standard issue sidearm for FPOs) - Radios for all FPOs on duty - Uniforms, duty belts, body armor (Level II or greater bulletproof vests), and other required equipment - Vehicles (minimum 10, white 4-door sedans/SUVs/trucks, no more than three years old, equipped with green lights, spotlight, and radio) - Services Requested: - Armed Facility Protection Officer services (estimated 350,000 hours annually) - Supervisory and management roles: Supervisor (100), Contract Manager (35,000 hours), Assistant Contract Manager (2,080 hours), Recruiter/Quality Control Manager (2,080 hours) - Emergency security services (surge force for up to 120 days) - Overtime security services (1,500 hours) - Unique/Notable Requirements: - All FPO posts are armed; sidearm must be Glock 19 or equivalent 9mm semi-automatic handgun - Contractor must provide pre-employment drug screening, medical and psychological exams, and ongoing compliance with Tennessee law - Valid Tennessee Contract Security Company License required - Vehicles must meet specific age and equipment standards - Uniforms must comply with detailed specifications, including bulletproof vests - Contractor must maintain offices in specified regions and provide coverage at numerous state facilities - Places of Performance and Delivery: - Multiple state facilities and offices across Tennessee, including Nashville, Memphis, Knoxville, Chattanooga, Cookeville, Jackson, Lawrenceburg, and Rutherford County National Guard Base - Key locations: Central Procurement Office (312 Rosa L. Parks Avenue, Nashville), WRS TN Tower, ECD TN Tower, R.S. Gass, Vital Records-Andrew Johnson, various Driver Service Centers, Department of Military facilities, National Civil Rights Museum, and more - Contract Period: - Initial term of 36-48 months, with up to two 12-month renewal options and possible 180-day extension (not exceeding 60 months total) - Pricing applies for the entire contract term, with possible price adjustments after firm price period - Estimated Liability: - $50 million liability coverage required
