The U.S. Air Force, through the 55th Contracting Squadron and the 16th Weather Squadron, is seeking vendors for a Blanket Purchase Agreement to provide Cloud Service Provider (CSP) credits, specifically for Amazon Web Services (AWS) or an equivalent provider. - Government Buyer: - Department of the Air Force, Air Combat Command, 55th Contracting Squadron (55 CONS) - 16th Weather Squadron (16 WS) - OEMs and Vendors: - Amazon Web Services (AWS) (highlighted as the brand name requirement) - Alternate CSPs with equivalent capabilities are also considered - Products/Services Requested: - Cloud Service Provider credits (primarily AWS credits) - Credits must be valid for 12 months from purchase - Credits are commercial items, $1.00 USD per credit - Real-time usage monitoring required - Must include access to all CSP services/features and AWS Marketplace - No specific quantities or part numbers provided - Unique or Notable Requirements: - CSP must support US Government-only and commercial regions - Must support hosting at DoD Impact Level 6 (IL6) per the DoD Cloud Computing Security Requirements Guide - Contractor must hold Amazon Partner Status (if AWS) and provide root account credentials with two-factor authentication - Compliance with DoD and FedRAMP security standards is mandatory - Supports rapid deployment of AI-based severe weather decision tools and collaborative weather forecasting platforms - Monthly invoicing based on credit usage; 45-day lead time for security/account setup - Place of Performance and Delivery: - Offutt Air Force Base, Nebraska (primary location) - 16th Weather Squadron (federal office at Offutt AFB) - This is a competitive brand name or equal requirement; certified AWS resellers or equivalent CSPs are eligible.

Description

55 CONS is conducting a Sources Sought to determine the interest and availability of vendors for a Firm Fixed Price (FFP) Blanket Purchase agreement for Cloud Service Provider (CSP) credits set forth within the attached Statement of Need (SON).

We are intending to award this as a competative Brand Name requirement with a certified Amazon Web Services reseller.  Offerors may submit alternate "equal to" proposals for consideration by the governement.

Salient Characteristics must include:

-The company must be able to provide Cloud Service Provider (CSP) capabilities in regions designated for US Government only use and commercial.

-Those CSPs must have the capability to host Impact Level 6 (IL6) based on the DoD Cloud Computing Security Requirements Guide (SRG).

-The company must be authorized to offer capabilities in those US Government only regions up to IL6. 

- The company must be capable of providing payment services (credits) on behalf of wholly governement operated accounts.
