The Pennsylvania Department of Labor & Industry, Office of Vocational Rehabilitation (OVR), is seeking independent contractors to serve as Impartial Hearing Officers and Mediators for appeals related to vocational rehabilitation services. - Government Buyer: - Pennsylvania Department of Labor & Industry, Office of Vocational Rehabilitation (OVR) - Contact: Ralph Roach - Services Requested: - Impartial Hearing Officer Services - Preside over quasi-judicial administrative hearings for OVR appeals - Conduct pre-hearing conferences, decide motions, issue subpoenas, take depositions, issue written decisions within 30 days - Compensation: $1,000 per hearing day, $500 per day for written decisions - Impartial Mediation Services - Conduct formal mediations between OVR personnel and applicants or eligible individuals - Assist in mediation agreements, ensure parties' rights are upheld - Compensation: $800 per mediation day - Fees for cancellations and no-shows - Requirements: - Hearing Officers must have experience in administrative proceedings and knowledge of the Rehabilitation Act of 1973 (29 U.S.C. §701 et seq.) and 35 CFR Part 361 - Mediators must be trained in mediation techniques and meet state-approved certification or licensing requirements - Registration as a Supplier/Vendor with the Department of General Services and obtaining an SAP Vendor Number is required - Orientation and training provided by DLI Office of Chief Counsel - Travel reimbursement available if virtual proceedings are not possible - No subcontracting opportunities - Place of Performance: - Statewide, Pennsylvania - Primary submission address: 651 Boas Street Room 700, Harrisburg, PA 17121 - Notable Details: - Services are managed virtually unless travel is required - Compensation is structured per day for hearings, written decisions, mediations, and cancellations/no-shows

The Department of Labor & Industry, Office of Vocational Rehabilitation (OVR) is seeking independent contractors to serve as Independent Hearing Officers and/or Mediators. These individuals will preside over quasi-judicial administrative impartial due process hearings and write formal adjudications related to appeals of determinations made by OVR personnel affecting vocational rehabilitation services. Candidates must be knowledgeable about federal laws governing vocational rehabilitation, including the Rehabilitation Act of 1973, and have experience in administrative proceedings. Contractors will receive orientation and training from the DLI Office of Chief Counsel. The event will be held virtually via Microsoft Teams.
