The U.S. Coast Guard Facilities Engineering Department at Base Elizabeth City is seeking a contractor for the repair of a wind-damaged EPDM roof on Building 5 (Gymnasium). - Scope of Work: - Repair and replacement of approximately 4,000 sq ft of EPDM roofing, including vapor barrier, insulation, cover board, fasteners/tape, EPDM membrane, flashing, and other necessary layers for a waterproof seal - Inspection and repair of the roof deck - Secure installation of flashing and fasteners - Removal of all debris off-site - Contractor Requirements: - Provide all transportation, labor, equipment, materials, parts, and supervision - Submit a safety plan and comply with environmental and labor laws - Complete work within 30 workdays after mobilization - Provide a one-year warranty on materials and labor - Procurement Details: - Set aside 100% for Small Businesses under NAICS code 238160 - Firm-Fixed Price contract anticipated - Site visits must be prearranged - OEMs and Vendors: - No specific OEMs or brands are mentioned; contractor may select suitable EPDM roofing materials meeting specifications - Notable Requirements: - All technical details and requirements are outlined in the Statement of Work (SOW) - Work must be performed during normal base hours unless otherwise approved

Description

Contractor shall provide all transportation, labor, equipment, materials, parts, and supervision to repair wind damaged EPDM roof at USCG Base Elizabeth City Building 5. See attached Statement of Work. This procurement is 100% set-aside for Small Businesses using NAICS code of 238160 and size standard of $19.0M. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time (ET) on JUN 12, 2026 via email to luis.r.perez1@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF 1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Specialist at the email address listed above, no later than NOON ET JUN 8, 2026. An amendment may be posted to clear up any ambiguities and answer all questions at one time. No oral questions will be accepted. All potential quoters are strongly encouraged to visit the site to field verify any/all quantities before submitting quotes. A site visit will be held on JUN 2, 2026 at 1000 ET at USCG Base Elizabeth City 1664 Weeksville Road, Elizabeth City NC, 27909.
