This opportunity seeks a contractor to deliver comprehensive water treatment services for HVAC systems at Dover Air Force Base, Delaware. - Government Buyer: - U.S. Air Force, 436th Civil Engineer Squadron, Air Mobility Command - Contracting office located at Dover AFB, DE - Scope of Services: - Industrial water treatment for high-volume HVAC systems across multiple base facilities - Control of corrosion, slime, and algae in condensers - Service for thermal ice storage systems, closed loop heating and cooling systems, gas-fired heating hot water systems, and water softeners - Monthly testing, reporting, and emergency response within 24 hours - Addition and provision of glycol for closed loop systems (O&M and TWCF facilities) - Supply and application of chemicals including molybdate combinations, propylene glycol (food grade), solar salts, and biocides - Strict compliance with hazardous materials regulations and base security protocols - Quantities and Line Items: - 12 months of water treatment services per year for O&M and TWCF facilities - 180 hours (O&M) and 90 hours (TWCF) of glycol addition annually - 1 lot of glycol provision per facility per year - Unique Requirements: - Emergency response within 24 hours - Monthly and bi-monthly testing and reporting - Operator training and system log review - Compliance with hazardous materials handling and base access procedures - No specific OEMs or vendors are named; chemicals and materials must meet performance standards outlined in the PWS - Small business set-aside under NAICS code 238220 - Period of performance includes a base year, four option years, and a 6-month extension - Place of performance is Dover Air Force Base, Delaware

Description

The 436 Civil Engineer Squadron, Dover Air Force Base (DE) requires a contractor to provide  all labor, tools, transportation and supervision necessary to provide a service program to control corrosion, slime and algae in the condensers and service the thermal ice storage systems, closed loop heating and cooling systems, gas-fired heating hot water systems and water softeners at Dover AFB, DE, as further defined in the Performance Work Statement (PWS).  

1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.  Quotes are being requested and a written solicitation will not be issued.

2. This solicitation is being issued as a Request for Quote (RFQ).

3. The North American Industry Size Classification System (NAICS) code associated with this requirement is 238220 and the Small Business Size Standard associated with this NAICS is $19,000,000.00.

 4. The Provisions and clauses listed within this document and Attachment 3- Provisions and Clauses apply to this acquisition and can be viewed through internet access athttps://www.acquisition.gov/far-overhaul.

  This is a FY27 requirement. Funds are currently not available for this action but will be made available upon the start of the new fiscal year.
