The U.S. Air Force at Joint Base Elmendorf-Richardson (JBER), Alaska, is seeking a contractor for a design-build project to repair and replace the roof of historic Hangar Building 11551. - Scope of Work: - Remove existing built-up roof (BUR) from barrel center and three lean-to sections down to structural decking - Install new 3-ply SBS-Modified BUR roof assembly with granular cap sheet on barrel roof section - Replace three lower roof lean-to sections with new 90-mil EPDM roof assemblies, fully adhered - Replace roof drains, flashings, vent pipe flashing, cover board, insulation, vapor barrier, cant strips, metal copings, and trim - Install new roof access hatches, curbs, parapet wall materials, steel coping, and stainless steel parapet coping cap - Provide 20-year warranty on roofing systems; comply with local snow and wind load requirements - Design and install OSHA-compliant fall protection system (horizontal lifeline cable system) - Quality control and project management services required, including CQC and IQC personnel - All work must accommodate airfield security and operational constraints; no work during Arctic Thunder Open House event - Products and Materials: - SBS-modified BUR systems (capsheets, basesheets, asphalt, fiberglass felts) - EPDM roofing membranes and accessories (Firestone, Carlisle, Genflex or approved equal) - Roof insulation (EPS, multi-layer, vapor barriers) - Sheet metal flashing and trim, sealants, fasteners, expansion joint covers - Roof drains (Smith or Zurn Z-100 Series or approved equal), cast iron dome drains - Notable Requirements: - Building is eligible for the National Register of Historic Places; historic preservation compliance required - Strict environmental, safety, and quality control standards - Detailed design submittals and phased government review - Coordination for airfield access and safety; staging plan required - Government Buyer: - U.S. Air Force, 673rd Civil Engineer Squadron, 673d Contracting Squadron, JBER, Alaska - No specific OEMs or part numbers are mandated, but approved equals and major manufacturers are referenced for EPDM and roof drains.

Description

Site visit scheduled for 8 June at B11551 at 11:00AM (Local Time). Building 11551 is a one-story, 75,000 square feet (SF) building framed primarily out of steel and cast-in-place concrete. The building was originally constructed in the early 1940s and is a historic property eligible for listing on the National Register of Historic Places. The main open space is 200-ft by 229-ft with a high barrel roof section that’s approximately 50,500 SF. Additionally there are three (3) low slope roof lean-to sections. The West lean-to section is approximately 36-ft by 268-ft,with the East lean-to section at approximately 36-ft by 229-ft. The East side shall include an addition that is approximately 35- ft by 38-ft. The South lean-to section is approximately 36-ft by 180-ft. This Design-Build project will remove the existing built-up roof (BUR) from both barrel center section and the three (3) lower roof lean-to sections down to the existing structural decking. New 3-ply SBS-Modified BUR roof assembly with granular cap sheet on the barrel roof section shall be installed and the three (3) lower roof lean-to sections shall be replaced with new 90-mil Ethylene Propylene Diene Monomer (EPDM) roof assemblies. All roofing assemblies shall be fully adhered. Replace existing roof drains, flashings, vent pipe flashing, cover board, insulation, vapor barrier, cant strips, metal copings and trim with new.
