The U.S. Trade and Development Agency (USTDA) is seeking a U.S. citizen to serve as Regional Manager for Africa, based in Johannesburg, South Africa, under a Personal Services Contract (PSC). - Government Buyer: - U.S. Trade and Development Agency (USTDA), Office of Acquisition Management, Contracting Officer: Afua Serwah-Asibey - Services Requested: - Personal Services Contractor to serve as Regional Manager for Africa - Full-time position managing USTDA's infrastructure project financing and implementation in Africa - Sectors include energy, transportation, digital, and critical minerals - Duties include representing USTDA at U.S. Missions and regional events, coordinating with U.S. government agencies and financial institutions, and supervising local staff - Requires U.S. citizenship and Top Secret security clearance - Applicants must submit a detailed resume, proof of education, three professional references, salary history, and two writing samples - Period of Performance: - One-year base period with four 12-month option periods (up to five years total) - Estimated Contract Value: - Base period up to approximately $332,510; total value may increase with option years - Unique Requirements: - Explicit documentation of relevant experience and writing ability - Top Secret security clearance required - U.S. citizenship required - Place of Performance and Key Locations: - Johannesburg, South Africa (primary duty station) - USTDA Headquarters, Arlington, VA (contracting office) - U.S. Embassy in Pretoria, South Africa (government facility) - U.S. Department of State Payroll Office, North Charleston, SC (payment office) - No OEMs, vendors, or products are involved; this is a service contract opportunity

Description

The U.S. Trade and Development Agency is seeking offers from qualified U.S. citizens to provide personal services for the subject position under a Personal Services Contract (PSC), as described in this solicitation. Submittals must be in accordance with the attached information at the place and time specified. Applicants interested in applying for this position MUST submit the following materials:

(1) Complete CV/resume must contain sufficient relevant information to evaluate the application in accordance with the stated evaluation criteria. Resume must contain explicit information to make a valid determination that the candidate meets the experience requirements as stated in this solicitation. This information needs to be clearly identified in the resume. 

(2) Proof of Education and any other qualifications including job-related training courses or job-related honors, awards or accomplishments. 

(3) Professional Reference from three (3) professional and/or academic references, who are not family members or relatives, with telephone and e-mail contacts.  The references must be able to provide substantive information about your past performance and abilities.  

(4) Salary history of base salary paid, excluding benefits and allowances such as housing, travel, educational support, vehicle use, etc. 

(5) Writing Samples: Applicants must provide at least two writing samples with their application.  These samples shall be 500 to 1,000 words and should demonstrate the applicant’s ability to clearly communicate complex ideas to the public.  Samples must be authored by the applicant; co-written articles are not accepted.
